JU VC's 'irrational' transfer policy 3/16/2016 12:07:47 AM Early Times Report Jammu, Mar 14: The Jammu University Vice-Chancellr seems to have forgotten the rules of transfer policy as there are some employees who are enjoying posting at one place for the last 15 years or so while some are being transferred after three to four months. As per JU sources, Dharmpal Punnet Kour was transferred to Central Library just after four months of his last posting in the administration office. While R L Kaith, who was transferred from pension to accounts wing, was again posted in pension wing within four months, Raman Gupta was transferred to Directorate of Internal Quality Insurance (DIQA) from accounts section and then within months again transferred to accounts section. Anu Gupta was transferred from accounts section to registration section within four months of his earlier transfer and Avinab Sharma from Guest wing to accounts section within one year of his previous transfer. "There are also employees who have more than 20 years of stay in one department like Chaman Lal and Kasturi Lal who are serving in Services and Forms sections for over 20 and 15 years respectively," sources alleged. However, as per transfer policy of the Jammu University "Transfers will normally be made not before two years and generally after three years. Exceptions may, however, be necessary in case of misconduct or bad reputation or for compelling administrative reasons or where in order to enforce a series of transfers some changes are unavoidable". It is also mentioned in the order that orders once issued must be strictly complied with. All the transferees shall be bound to join their new place of posting without any loss of lime. "In case any officer is not satisfied with the substitute provided after relieving the concerned, he shall send a proposal to the registry which shall be considered and a proposal to this effect shall be placed before the authorities for consideration", says the order.
