Agri deptt provides financial assistance to some, others deprived

Jammu, Apr 4: Flouting the guidelines of Rashtriya Krishi Vikas Yojana (RKVY), the Agriculture Production Department provided financial assistance beyond admissible limit to only few farmers, leaving many others deprived of the benefit.
Sources told Early Times that in order to rejuvenate declining agriculture growth in the State as per the operational guidelines of 2010 of the Technology Mission under Rashtriya Krishi Vikas Yojana (RKVY) provides 75 per cent of the total cost for construction of Water Harvesting Systems/ Tanks (WHT) of 1200 cubic metre capacity by individuals at a cost of Rs 1.38 lakh. "The assistance is to be provided to the beneficiaries at the rate of 75 per cent of the total cost of construction subject to a maximum of Rs 1.03 lakh and for smaller size of Water Harvesting Tank amount is to be provided on pro-rata basis," they added.
Similarly, the assistance of Rs 1 lakh for 3000 cubic metre was to be provided for creating water sources through construction of farm ponds/ dug wells by individuals but the assistance of Rs 1.97 crore was paid to 198 beneficiaries comprising 20 from Jammu province and 178 from Kashmir province resulting in excess payment of assistance to the extent of Rs 9.51 lakh defeating the purpose the scheme aiming at rejuvenating agriculture so as to achieve four per cent annual growth in the Agriculture sector during the eleventh plan period.
Sources alleged that the benefit of scheme was confined to only some beneficiaries by providing them more than 75 per cent financial assistance which was beyond admissible limit and deserving farmers were not covered for which the scheme was introduced. "If the scheme had been widely percolated the results would have been different and positive but due to total negligence on the part of the concerned department this much effective scheme could not be reached to the deserving farmers.
