Orders removal of 'illegally' promoted Section Officer | Technical Education department awakes from slumber | | Jehangir Rashid
Early Times Report SRINAGAR, Apr 4: The department of Technical Education has awakened from slumber after two years and ordered for the removal of an 'illegally' promoted Section Officer who was heading the Establishment section for the past couple of years. Sources told Early Times that Director Technical Education Shabnum Shah Kamli ordered for the sidelining of Abdul Rashid Hafiz from the 'sensitive' post of Section Officer (Establishment). The Director promoted Dilip Kumar as Section Officer (Establishment) since he was the senior most official who could be elevated to a higher position. "The placement of Hafiz as Section Officer (Establishment) was done through illegal means. It took the higher ups of the department more than two years to rectify the wrong and promote the deserving official to the position of Section Officer (Establishment). The old adage 'better late than never' aptly fits with this case," said sources. Sources said the illegal placement of Hafiz matter came to the forefront when the present Director Technical Education opened the file of this blue eyed official. She took the action after receiving many complaints and representations from the trade union organizations of the department regarding the illegal elevation of Hafiz on the sensitive posting. "The Director Technical Education after through assessment constituted an enquiry committee to probe. The illegally promoted official was removed from the sensitive posting after it was proved beyond any doubt that the official was involving in corrupt practices. It was also proved that he is favouring fraud cases for his own vested interests," said sources. It would be in place to mention here that the story regarding the 'illegal' elevation of Hafiz was published by Early Times in February 2014. Hafiz was shown at serial number 3 in the seniority list of head clerks issued by the Directorate vide No DTE\101\55-11357-3630 dated 21-2-2013. The illegal placement of the official drew sharp criticism from all categories of ministerial cadre employees of ITI Sector since he is junior to all other head clerks figuring in the list from serial number 4 to 12. "Hafiz was initially appointed as Workshop attendant vide order No 15 dated 12-4-1980 issued by Director Industrial Training Institute and posted in ITI Bandipora. Vide order no 15 dated 31-5-1980 issued by the Director, Industrial Training Institute in violation to cadre management rules governing SSR of Technical Education Hafiz was adjusted as Junior Assistant in his own pay and grade in ITI Shopian and attached to Director's office till further orders. In the said order it was however made clear that the illegal promotee has no proficiency claim for promotion," said sources. As per J&K, Industrial Training SSR1979 notified vide SRO 235 dated 17-04-1979 the mode of recruitment for the post of Junior Assistant was 100 percent by direct recruitment. However, 25 percent quota was fixed for orderlies provided they qualified the test which is conducted by Recruitment Board. Sources said that Hafiz was neither eligible for the said post nor qualified any kind of examination through recruitment board. Besides, the post of workshop attendant belongs to technical cadre and not ministerial cadre. Even Administrative Department has not been empowered to change the cadre of an official, which has been made clear by the Government of Jammu & Kashmir, General Administration department vide their circular issued on 29-08-2003. The Employees of Jammu & Kashmir has hailed the action taken by the Director and requested her to shift Hafiz to any institute instead of placing him in the Directorate and recover all the extra emoluments drawn by the official in violation of norms. |
