JAMMU, Apr 4: The vigilance organisation (VOK), Kashmir, today presented challan in the court of additional anti-corruption judge, Pulwama, Virender Singh Bhau against the officials of irrigation department in a corruption case. The challan was presented in case FIR No 11 of 1982 against then executive engineer (XEn) Abdul Rashid Wani, son of Ghulam Ahmad Wani of Ali Kadal, Srinagar, then SO (head works, sub-division, Marval) Bushan Lal Kachroo, son of Jai Lal Kachroo of Durga Nagar here (originally a resident of Rangwar, Baramullah), then works supervisor, sub-division, Marval, Ghulam Nabi Wani, son of Sona Wani of Quail, Pulwama, and contractor Abdul Samad Mir, son of Ghulam Qadir Mir of Kadalbal, Pampore. The case was registered on the outcome of a preliminary inquiry into the allegations that there was accumulation of about 15 ft of silt in the sump of Pump of Lift Station Ist at Marval for which tenders were invited Xen, Irrigation Construction Division, Pampore, and the work was allotted to Abdul Samad Mir, a local contractor, who, in alleged criminal conspiracy with XEn, Assistant Executive Engineer and concerned Sectional Officer Zutshi, removed only 5 ft ft silt from the sump. It was alleged that the Xen later drew Rs 62,000 fraudulently and paid to the contractor after receipt of their respective shares. The VOK probe allegedly revealed that against the small quantity of silt, which was removed from the sump, the accused in collusion with one another fraudulently drew Rs 62,270 from the government treasury in April 1982 when actual silt clearance was done involving an expenditure of Rs 2640 only. Hence the accused allegedly caused a loss of Rs 57,630 to the state exchequer. As the case investigation was finally concluded as proved against the accused, VOK presented a challan in the court of additional anti-corruption judge, Pulwama, for judicial determination. The next date of the case was fixed on April 23 next. |
