Jammu, Apr 6: Notwithstanding the fact that Prime Minister Narender Modi has been emphasizing on digitalization of all records but Jammu and Kashmir figures in the list of worst performer states in the computerization of land records. The National Land Records Modernization Program - a Government of India funded project, which was launched in 2008-09, meant for computerization of land records is falling apart in Jammu and Kashmir. According to the latest data released by Union government, majority of states have completed computerization of land records but after lapse of nearly eight years, since the programme was launched, J&K has failed to complete the digitalization. State has so far failed to complete computerization of land records, failed to complete computerization of property registration. Moreover, the state has also failed to complete integration of land property registration and also failed in integration of Bhu-Naksha with ROR and to public on website. Earlier, the state was not able to utilize the approved funds under National Land Records Modernization Program (NLRMP) for want of required infrastructure like computer/lab accommodations. As per the records, in year 2006-07 Rs 15.42 Crore was released by Government of India for 257 Niabats, Rs. 6 lakh to each Niabat and in 2013-14, a total of Rs 5.89 Crore was released for survey, re- survey and computerization of registrations process and modern record rooms for seven districts. Apart from Jammu and Kashmir, the states which failed to complete registration and digitalization included Andaman and Nicobar Islands, Arunachal Pradesh, Chandigarh, Delhi, Lakshdeep, Megalaya, Mizoram and Nagaland. All other states have completed the digitalization of land records so far. Pertinently, in 2008-09, the Government of India implemented a National Land Records Modernisation Programme (NLRMP) as a Centrally Sponsored Scheme by merging the two earlier schemes of Computerisation of Land Records (CLR) and Strengthening of Revenue Administration & Updating of Land Records (SRA &ULR). The main objective of NLRMP is to develop a modern, comprehensive and transparent land record management system in the country with the ultimate goal of ushering in the system of conclusive titles with title guarantee. |
