Bureaucracy turns laid back again; courtesy political bosses at helm
Disposal of files comes to halt, momentum distracted

Jammu, Apr 6: Contrary to its streamlined and updated system of working during 3 month long Governor's rule, the bureaucracy has once again taken to 'easy going' approach, a characteristic style of working seen when the political governments are at the helm of affairs. Movement of files has turned sluggish and disposal has almost halted for the last one week, thanks to culture of appeasing political bosses which is likely to derail the set up that was rationalized in the past three months. Sources in the Secretariat revealed even as the new PDP-BJP government led by a dynamic Chief Minister Mehbooba Mufti has taken the reins of power, babus, except for a few at the top most level have become laid back and their mode of working which until a week back was not only swift but also rationalized, has turned slow. With arrival of political bosses in respective departments, the bureaucrats are seen distracted contrary to their focussed and fast track approach when Governor's rule was in place, sources said.
Sources also said despite Chief Minister Mehbooba Mufti's strict and stern message on day one of assuming office that administration is expected to deliver in a desired manner, most of the officers for the last couple of days have been seen busy in cosy 'comforting and cheering' their new mantries , some of whom have changed places this time. For the last couple of days they have been seen acclimatizing their ministers with the departmental works besides adapting themselves with the new bosses at the helm now, sources said.
The administrative set up which was seen in fully functional mode with no 'non sense' approach in disposal of cases and movement of files with tightened grip of the two advisors and State Administrative Council led by Governor, does not appear to be on the same track, sources said that visitors coming to civil secretariat for different works are returning disappointed. Even those whose cases and works are on verge of disposal are being asked to wait unnecessarily on the pretext that babus are busy with the mantries now and it is going to take some time till they (mantries) familiarize with their departments and adapt to set up.
Sources said even leadership of alliance partners have acknowledged and one of the senior leaders of PDP Muzaffar Beigh admitted a couple of days back that administration during the Governor's rule delivered in a better way, far more than seen ever during political governments. His inference while lauding the role and working of administration was to give a loud message that the new government needs to pick the thread of momentum and keep up this spirit rather than allowing bureaucracy to become complacent and distracted.
