25 pc reservation for underprivileged in schools: HC grants last opportunity to Govt | | | Early Times Report Srinagar, Apr 15: A division bench of the state high court has granted last opportunity to the government for filing reply to a PIL, seeking directions to make 25 pc reservation for unprivileged students mandatory in private schools. The bench comprising Justice M H Attar and Justice J R Kotwal also directed the government through chief secretary to file the reply within two weeks. The court directed that the matter be listed for further consideration in the first week of May. The petitioner submitted that the government had granted land on lease to various private schools including some premier players at a minimal rent. Most of the land, he said, was situated at the commercially high value places. "In many cases, the state has not even framed and decided the annual rentals to be recoverable from such institutions," he submitted. "The lease must have a condition for promotion of quality education in the area providing an opportunity even to the underprivileged class of students," the petitioner said and appealed to the court to direct private schools to ensure reservation of 25 pc quota for underprivileged students. Stating that the government had no policy to command a system of accountability from the concerned, he said it was a reason for downfall of the government schools. On the other hand, private educational system had incorporated accountability which had proved effective to produce scintillating results, he added. The petitioner prayed the court to direct the government to devise a comprehensive educational policy with a strong mechanism for ensuring accountability. He sought directions to the government to disclose the list of all the private schools getting the grants from the state and the amount of grant issued in favour of such educational institutions and the conditions of issuance of such a grant. He also sought directions to the government to devise a mechanism of bringing at par the public and private educational systems while providing a mechanism of accountability of those associated with the education sector. |
