Swachh Bharat Mission no priority in J&K | State utilizes only 9.73 percent of funds released | | Akshay Azad Early Times Report Jammu, Apr 15: BJP ruled J&K state has extended a cold shoulder to the Prime Minister Narendra Modi's much-talked-about sanitation programme, Swachh Bharat Mission (SBM), as only a meager amount of funds released by the centre for implementation of this flagship program have been utilized. According to a recent communiqué forwarded by Union government to Mission Director SBM of J&K in the month of March, it was maintained that for achieving the targets it required proactive role and responsibility of Mission director to liaison with Union government to ensure drawl of central allocation at set timelines. "As the mission is about to complete two out of five years' period, the state should have ideally drawn 40 percent of the central allocation as per timelines, duly meeting the conditions and requirements for processing demands, which have been informed to Mission director" the communiqué further reads. The Jammu and Kashmir was allocated a total of Rs. 151.63 Crores out of which only Rs. 14. 75 Crores was drawn by state, which was only 9.73 percent of allocation, against the 40 percent target. Sources said that state failed to draw funds due to its failure to meet the conditions and requirements for processing the demands. Under Swachh Bharat Mission (SBM) state has a target of constructing 1,34073 Individual Household Latrine Application (IHHTs) and 3779 seats of community and public toilets besides scientific solid waste management facility for each cluster of towns. They further informed that lazy implementation of SBM was due to unnecessary referral of various issues to provincial directorates. "One administrative decision taken by Mission Directorate was finalization of rate contract and agencies for bulk construction of IHHTs and community public toilets. It was come to notice of administrative department that despite clear cut instructions of department various issues are unnecessarily referred to provincial directorate for approval, while as such approval is not required from the respective directorates after issuance of order by Mission Directorate SBM", sources said. Due to referring of such cases/issues to Directorates, whereas the Urban Local Bodies (ULBs) itself are empowered, only delays the implementation of mission and shortfall of achievements of targets, the ULB director had admitted in a statement, sources said. |
