PAB Officials, Warden (Boys) Pahari Hostel sitting on RTI: RPA

Rajouri, May 9: Activists of Rashtriya Pahari Andolan (RPA) have alleged that the officials of Pahari Advisory Board (PAB) and present Warden Boys Pahari Hostel, Bashir Khan yet has not provided information so for the last over one year which was sought under Right to Information (RTI) Act in regard to details of funds, expenditure etc of Hostel for the last six years.
Dr Suresh Kumar alleged that the RTI application was moved in the month of March 2015 and till today warden has failed to provide the information on one or other context. Now RPA activists have approached the Governor for necessary action in this matter.
Through an RTI application, the activists have sought the information related to funds provided to Boys Pahari Hostel ,Rajouri, details of expenditure and lists of scholarship beneficiaries from 2010 onwards.
"In response to our RTI application present warden of Boys Pahari Hostel, Bashir Khan vide his office reply No.BPH/R/15/26 dt 15/4/15 had informed that record pertaining to the RTI lies with the State
Vigilance Organisation (SVO) for verifications and same can be provided on its return," said Suresh Kumar, general secretary RPA.
The activists of RPA further have alleged despite several remainders Bashir Khan Warden has not provided information till today under RTI despite the fact that SVO has returned the official record. "Pertinently, as per guidelines of General Administration Department (GAD) J&K only a master grade teacher having Drawing & Disbursing (DD) powers at parent organization can be appointed Warden Pahari Hostel that too for two years, he added highlighting flaws in the functioning of hostel.
RPA activists have now appealed to the Governor to initiate an inquiry into this matter as the warden in question is having political back.
In 2012 on the directions from Chief Minister Grievance Cell (CMGC) the then Deputy Commissioner had inquired the allegations of mismanagement /irregularities and misappropriation of funds in Boys Pahari hostel Rajouri.
He also mentioned that the Vigilance Organisation vide Letter No VO-ver-PR-14/2013-2531-32 dt 23/2/15 referred to Commissioner Secretary to Government, GAD to recover Rs11800/- from Babu Hussain Khan, ex-warden boys Pahari Hostel, Rajouri.
