Disturbing trends surface in Kashmir | | | The security scenario in Kashmir is yet to improve and a number of disturb ing trends call for nbetter border management and upgrading of the security grid. In fact, what is disturbing the government and senior functionaries of security forces, including Army, is the continued support of a section of people for militants. This is indicated by the way people protest against the killings of militants and attend their last rites despite restrictions imposed by police. Invariably protesters clash with forces and at a number of times, Army had to fire teargas shells to force the protesters to flee. The violent mobs have even attacked convoys and camps of security forces. However, under the latest instructions, security agencies have been told to maintain restrain while dealing with the people, protesting against the killing of militants, both local as well as foreign. These groups of people often gather near encounter sites and stone forces to divert their attention and help the holed up militants to flee unhurt. The last incident is once again from Pulwama district which, during the last several months, has been the scene of encounters between militants and the security forces. It seems that Pulwama district and its adjoining areas have been converted into safe zones for militants, especially for those belonging to Hizbul Mujahideen. There have been occasions when militants belonging to Jaish-e-Mohammad and Lashkar-e-Toiba have too surfaced in some parts of south Kashmir. Three Hizbul Mujahideen militants were killed in a gunfight in Awantipora area of south Kashmir's Pulwama district on Saturday. The killings triggered protests and clashes in the area and hundreds of people participated in the funeral prayers of the slain militants. Authorities also snapped mobile and internet services in the area to contain the protests. Troops and policemen laid siege around Panzgam village in Awantipora in Pulwama district during the preceding night. After receipt of specific inputs regarding presence of militants in the area, as the security forces neared their hideout, militants fired from automatic weapons on the search party. Troops and police returned the fire and both sides exchanged heavy fire. The gunfight continued for several hours during which three local Hizbul Mujahideen militants were killed. The slain militants were identified as Ashfaq Ahmad Dar of Dogirpura near Awantipora, Ishfaq Ahmad Baba of Tahab, Pulwama and Haseeb Ahmad Pahla (Palla) of Brao Bandyun near Sangam. Their bodies were handed over to their families after completion of the legal formalities. After the firefight ended, a youth Wakil Ahmad Wagay (18) received minor injuries at the encounter site as one of the unexploded grenades went off. He was shifted to a Srinagar hospital for treatment. These encounters do take place but the way unidentified persons overpowered a policeman and took away his gun and other ammunition in a village in Kulgam is worrisome. Unidentified persons overpowered police guard personnel deployed on a minority picket in a village in Kulgam district and looted two SLRs and one INSAS rifle from them. The incident took place during the night hours in Adijan village of the south Kashmir district when three out of the four guards were present there. A manhunt has been launched in order to nab the attackers. In fact, the need of the hour is to upgrade the security grid within the valley, especially in sensitive parts of south Kashmir so that groups of militants, operating in the area, were arrested before they could attack soft targets. Without strengthening the security grid and launching anti-insurgency operations and without upgrading the security bandobast on the LoC and the IB, peace may continue to elude Jammu and Kashmir. |
