Non-lodging of FIR by SVO against ex-housing minister, HB MD | HC directs SVO IG to submit status of complaint in alleged Rs 27.60 cr liability | | Jammu, May 9: High court judge Tashi Rabstan has directed Inspector General of state vigilance organisation (SVO) Alok Puri to submit the status of March 8, 2016 complaint, seeking registration of FIR under section 5(2) of PC Act against an ex-housing minister and a former managing director of J&K Housing Board. After hearing the petitioner's counsels, Justice Rabstan issued notices in the contempt petition to SVO IG Puri and SVO SSP, Jammu, Koshal Kumar Sharma. The court also directed Puri to file the latest status of the complaint. One of the counsels submitted that pursuant to an RTI disclosure, it had come to fore that the ex-housing minister and and the former managing director had got several works executed both in Jammu and Srinagar allegedly on extraneous considerations, resulting in creation of liabilities worth Rs 27.60 cr. He said works, which were to be undertaken by PWD, floriculture and other departments, were got executed by then housing minister for ulterior motives merely by abusing his official position and the ex-MD, just to remain in good books of the minister, had allegedly implemented the illegal orders, resulting in creation of huge liabilities. It was alleged that the works were got executed through blue-eyed contractors in violation of norms laid down in J&K financial code. The works were allegedly distributed to select contractors who were enjoying proximity with the minister. After hearing the counsels, Justice Rabstan issued notices to Puri and Koshal, besides directing the IG to file the latest status of the complaint. He directed the registry to list the petition immediately after the service was complete. (JNF) |
