Nearly crore siphoned off in wake of controlling damage due to 2013 floods
Despite filing RTI, mystery remains unsolved over DE, AEE 's suspicious role

Rajouri, July 5: The reminiscence of the flood fury of 2013-14 is still afresh in the minds of the people of the state while it is haunting the souls of the people of Rajouri more .
The reason is being attributed to the amount of money sanctioned by the government to the district to patch up the roughed remains left by the flood fury which till date have not been taken care of .
The records of Public Works Department of the district say that nearly 70 to 80 lakhs of rupees were sanctioned by the government to take up the damage control exercise in the area which was never , however, taken up, though the records in the department said that money has been utilized for the purpose and even the utilization certificates prepared by the concerned divisions .
The instance of Nowshera division of district Rajouri and sub division Sunderbani is one such example where the then Divisional Engineer was put on job to look into the damage and the money kept at his disposal to get the works done .
The people of the area allege that Divisional Engineer in connivance with its lower hierarchical staff that included the then Assistant Executive Engineers and the assistant engineers made good use of the money or their own share and gulped the entire amount while presentencing the fake documents regarding the works to be having completed in the area .
Sensing suspicion, some of the prominent persons of the area took a recourse through filing of the Right To Information to gather the sequences of the works executed by the Divisional engineer Nowshera seeking the report as to what works were completed through the money sanctioned at that time . " But to our astonishment , no reply came our way from the RTI department while the RTIs filed by some of us was in 2014 itself," said one of the applicant of the RTI .
He said after a long time envelops were received by the complainants through post offices that contained empty pares from the department that mocked at their faces.
The RTI complainants said that after waiting for some time, they had approached the RTI department in Reasi where they had questioned the concerned clerk over the matter forwarded to their department for the reply and got quite astonishing answer.
"That is none of our concerned," the concerned clerk gave a blank reply.
The people of the area allege if RIT department's is not concerned to give reply to the RTI seekers then who is accountable for such matters.
The RTI seekers who had tried twice to get the reply on the matter and did not get any response also allege that the then Divisional Engineer Nowshera and his accomplices had already acted smart and even bribed the RTI department not present the factual reply as they had known that such RTI would come the department's way. Till date the actual utilization of funds for flood fury for Rajouri, thus, remains a mystery unsolved .
