No time period fixed for disposal of complaints, admits Govt | | | Early Times Report
Jammu, July 5: It is now officially confirmed. There is no time period fixed for disposal of complaints and grievances received from different quarters in the Civil Secretariat nor is there any mechanism in place except in a couple of departments. The government only keeps the data and record of the complaints received from the public and no body, not even the Chief Minister's office where a grievance redressal cell is functioning, knows the status of the complaints after these are forwarded to concerned departments. It was in reply to a question in the legislature in recently concluded Assembly session that the government admitted that online complaint tracking system is not available in all the departments in the Secretariat. The reply made a mention of only J&K Government Grievances Cell and revenue cell where such a mechanism of complaint tracking system is in place. But more surprising aspect of the story is that there is no specific period for disposal of complaints received from the public, something which the government has itself admitted. Even though the number of such complaints is on increase with more than 2000 complaints/representations having been received by various departments during the period from March 2015 to August 2015 alone, not to speak of the number in the following quarter and in the current year, which is quite huge. All that the government has stated with a sense of conviction is that an endeavor is made by all the departments to settle and resolve the complaints and dispose them off in a 'time bound manner'. However , this time bound manner expression varies from department to department, sources inside the Secretariat said adding that it can extend for months or in certain cases for years, no matter it means agony and pain for the aggrieved who seek solution to their problems as early as possible. While majority of complaints are directed to Government's grievance cell, it forwards them either to Chief Secretary or other high level officials depending upon the nature of the complaint or representation, sources said. The babus in turn direct the cases to officials of the concerned departments and this is where the complaints mostly get stagnated as there is no follow up nor does any dare ask the status of the complaints, sources said. The pendency of the complaints is huge and officers actually do not prioritize their disposal, nor do they find time for the same. Interestingly, the Chief Secretary in the J&K government has received 61 grievances, representations from the President's Secretariat from March 2015 to August 2015 and 436 complaints from Prime Minister's office pertaining to people of the state. Even as the government claims these have been referred to concerned departments for disposal, there are many such cases who say they are waiting for some response from the officials, not to speak of any word with regard to settlement in the concerned quarters. |
