CAG ridicules JDA for pushing Jammu to underdevelopment | | | Early Times Report srinagar, July 5: The Jammu Development Authority (JDA) has miserably failed to safeguard the interests of the winter capital, pushing this "City to Temples" to under development. While hundreds of kanals of the JDA land stands encroached upon, the development authority has failed to recover it. This all and much more is mentioned in the Comptroller and Auditor General of India report, which exposes the poor performance of the JDA. Official documents reveal that "With the view to promoting and securing development of the local area of Jammu city, the JDA was constituted in February 1971." But over the years the JDA has failed to meet the aims and objectives. "The accounts of the Authority(JDA) had not been presented to the State Legislature since the establishment of the Authority," the CAG report reveals. The JDA has been so callous towards its assets that a significant portion of its land resources stand encroached upon. "The Authority was not able get the entire land transferred by the state government in its name or take physical possession thereof. Out of the demarcated land measuring over 17885 kanals, total of 2810 kanals (16 percent) of the land had been encroached upon and remained under illegal occupation," the CAG report observes. The JDA has even not been concentrating on the collection of revenue from its resources. "The arrears of rent outstanding in respect of commercial sites had increased from RS 5.92 crore in 2008-09 to Rs 6.93 Crore in 2013-14. The Authority had suffered loss of Rs 1.41 crore due to non-collection of adda fee/parking fee and rent, short levy of building permission fee and non-levy of penalties," the CAG maintains. "The percentage of expenditure vis-à-vis availability of funds was very poor and ranged between 9 and 13 during the years 2010-11 to 2014-15… This indicated that the Authority had not taken up development activities to commensurate with the availability of funds." The JDA has equally failed to give any convincing replies to plead the failures. "After it was pointed out, the Superintending Engineer JDA stated (January 2015) that deposit works were pending due to court cases and other hurdles in execution and that the works of State Plan were on-gong in nature resulting in accumulation of unspent balances. The reply was not convincing as the JDA had failed to overcome the constraints before taking up execution of works," the report reveals. |
