Early Times Report

Jammu, July 12: At a time when government is patting its back for effectively plugging pilferage of ration under Public Distribution System (PDS), consumers are alleging that a nexus between CAPD officials and ration depot owners is working overtime to prepare BPL ration cards for the undeserving in exchange of pecuniary benefits.
In a letter addressed to the Chief Minister, copy of which has been addressed to the Minister and the officers of the concerned department, complainants have alleged large scale bungling in preparation of revalidated ration cards in exchange for money.
As per the documents available with ET, not only BPL ration cards have been prepared in favour of those with higher income group, those who deserved to get the BPL ration cards as per the laid norms have been denied the same.
Enclosing the list of the illegitimate beneficiaries, the complainants have alleged that holder of depot no. 227 in ward no. 59 and 60, who is reported to be an active member of the National Conference had helped several people to get BPL ration cards by conniving with the private company hired for scanning and verification of documents. "Rs. 500/- per person were paid to one Rahul Kumar of the private agency which was engaged for verification and scanning of documents" the complainants alleged, highlighting the illegal nexus.
Further, indicating at serious discrepancies in the preparation of these ration cards, the complainants alleged that many a consumers were issued both, BPL as well as APL ration cards, thus committing a fraud of issuing duplicate government documents in favour of same individual. "Furthermore, the accused ration dealer has allegedly managed to get fresh ration cards issued in the name of people who had passed away long back, indicating the connivance of the verification agency" the complainant said.
Enclosing the list of illegal beneficiaries along with the complaint, the complainants Rakesh Kumar and Vijay Kumar have demanded thorough inquiry into the irregularities committed by the said Ration depot holder to stop pilferage of ration and deliver justice to the poor people of the area.
