'Digging of Doda Bhaderwah road' by cellular providers irks commuters | | | Early Times Report
BHADERWAH, July 16: Digging of road by various cellular companies for laying cables in Bhaderwah town has become a major cause of traffic jams for the past couple of days, causing problems for commuters. Locals lamented that even the police was having a tough time in managing the traffic due to the ongoing digging work along the side of the road. "Throwing norms to winds, the cellular companies operating in Bhaderwah have dug up Doda Bhaderwah road for laying cables. "However the government is spending crores of rupees on black-topping, these companies have once again left the roads defaced much to the dismay of common people, locals alleged A local from Bhaderwah Yusuf Wani alleged that while the roads were dug repeatedly for one purpose or the other, restoration of the dug-up portion normally took months. "There is no coordination between government agencies and cellular service providers when it comes to public works as the road is often dug out one or the other company, giving tough times to the commuters, another said. "This year road was repaired and black-topped at many places by the GREF, but some months later the cellular companies dug up the road for laying cables pipes thereby leaving its defaced again. "As per reports the cellular companies are laying cables to enhance their connectivity, an official said on anonymity, adding, "the Right of Way (ROW) policy formulated by the government envisages that companies before undertaking any work like digging of roads, etc. have to pay for repairs to the state agencies concerned or else they have to carry out the reconstruction work on their own." "It means the cellular companies have to seek permission from different agencies like R&B, GREF and PWD, depending on under whose jurisdiction the road they carry out the work on, falls. He said added that as per norms the service provider shall be solely responsible for full restoration/reinstatement to bring the original position of the dug up surface/damage caused to other underground installation/utility services/ interruption, replacement, disruption or failure caused thereof to any services up to the satisfaction of the concerned department." "In case of breach of any of the clauses of the RoW policy, the government shall be empowered to terminate the contract after giving a 15-day show cause notice. When contacted, Officer Commanding GREF 114 RCC, that they issue permissions to the cellular companies for laying cables but at the same time these companies have to pay the damage cost to concerned authority. |
