SWRRA runs headless since Oct 2015 | Several hydro projects pending approval | | Akshay Azad

Jammu, July 16: Notwithstanding the tall claims of the government to get the power projects back from Union government, nothing has moved. The Jammu and Kashmir State Water Resources Regulatory Authority (JKSWRRA) was constituted in 2012, and has a chairman and two members. The Chairman and two members were appointed by previous government and the tenure of all the three had expired in October 2015 after which the Authority has been running headless and without members. Sources said that in absence of the members and Chairman, no decision has been taken by the Authority in the last nine months. "All types of hydro projects including Irrigation and Hydro electric projects come to the Authority for getting three types of approval vis-à-vis environment approval, hydrology and economic viability of the project", sources said, adding that after the expiry of term of the members and Chairman, more than fifty projects have come to Authority for approval. Officials said that the projects came to the Authority were evaluated technically but the final approval was to be given by the Chairman and members but in absence of them, the approval to these projects was being delayed. The Authority is responsible for regulating water resources within the territorial jurisdiction of state, ensuring judicious, equitable and sustainable management, allocation and utilization of these resources, fixing the rates for use of water, and all matters connected therewith and after the introduction of water usage charges the state has so far generated nearly Rs. 3500 Crores of revenue, improving the financial health of state. Sources said that it was mentioned in the Act that before expiry of the term of Chairman and members, the exercise to nominate new members and chairman should be start six months before expiry of the term but lackluster approach of government has been delaying the same. Secretary of the SWRRA Ravi Kanth Verma said that the government has framed the committee to nominate the members. "Probably due to turmoil in the valley the process to appoint new members, is delayed otherwise, the new members will be in place", he said. |
