Early Times Report

Srinagar, July 16: The Jammu and Kashmir anti- graft bodies are investigating nearly a hundred cases of Consumer Affairs and Public Distribution (CA&PD) officials, involved in black-marketing of sugar and flour.
According to the data available with the early times, 38 officials are facing investigations in the valley, while as the number of officials against whom cases are pending in vigilance organization and Crime Branch Jammu stands at 43.
The accused are including supervisors, TSO's, in- charge supervisors, storekeepers, I/C Assistant Directors.
The documents reveal that though all 38 officials facing investigations in the valley were suspended immediately by the government but subsequently reinstated subject to outcome of FIR on the recommendation of inquiry committee.
"Investigations have been completed in five cases and charge sheets have been filed against the officials in court of law for judicial determination. The rest of the cases are still under investigation," the document said.
Interestingly the document shows that the oldest case was under FIR number 49/2002 against eleven officials for issuance of food grain over and above the population.
Sources in the crime branch said that the case has been closed and challaned against these officials in the court of law but majority cases were challenged in the court.
The documents further said that 7 officials have been facing the charges of misappropriation of two truckloads of Atta at Shopion while 11 officials are facing a case of issuance of food grains over and above the population (fabricated).
Meanwhile sources said that the successive state governments over the years have failed to take action against the officials who are the root cause of corruption in the department.
"The growing Mafia culture can be realized with the fact that many CAPD officials had their names in the list of 'deadwood' that was released by the government in last year," sources said and added that some corrupt officials are still enjoying plum postings in the department and are continuously indulging in the corruption practices.
