PSC takes advantage of unrest; paper fraud yet to be probed
Selection of 10 + 2 lecturers

Early Times Report

Srinagar, Sept 8: J&K Public Service Commission (PSC) is yet to probe the copy pasting of English paper which was set by some experts for selection of 10+ 2 Lecturers few months back.
The PSC had made a joke and mockery of the written test for the post of 10 +2 English lecturers which was held on June 5 across various centers in state. Instead of setting paper through noted professors and educationists, the authorities at PSC copy pasted 90 % of the questions from a master guide namely Popular Master Guide UGC (NET,SET) English Literature R Gupta series by H S Bhatia.
Details available with Early Times reveal that PSC had given particular syllabus to aspiring lecturers, but the candidates were shocked to see that hardly any question was carried out of that syllabus and instead multiple choice questions were copy pasted from R Gupta's English literature book. The questions have been copy pasted from page number 3 to 10 and this seems to be a mega scam. Early Times had exposed this alleged scam few months back and the PSC had assured to probe into the matter but no action has been taken and it seems PSC is also taking undue advantage of the ongoing unrest in state.
"The way PSC conducted the written test for the said post was not only a mockery of such a prestigious examination but, a cruel joke made out of hard working candidates. Despite being the highest authority in the state for conducting recruitment examinations for prestigious posts like, doctors, KAS officers, Assistant Professors and lectures, the JKPSC has maligned its own image as well," said Mohammad Shafi Lone one of the aspiring candidates
In order to ensure fairness and equal opportunity to all candidates there must be some parameters at hand with the Commission pertaining to setting of question papers and conducting of the exams smoothly. As per the norm, most of the examination bodies set question papers independently of a particular book so that all candidates get a fair chance of answering the questions. But in a shocking revelation, the question paper set by JKPSC for the post of 10 +2lecturers, the screening test was shamelessly copy-pasted from the very beginning pages (Page No. 03-page to No. 10) from the book , namely R.Gupta's English Literature for NET/SET.
Not only have the questions been copy-pasted from the said book, but the options for each question have been copy-pasted as such without even reshuffling them. More shockingly, even the typographical errors found in the said book have not been rectified but copy-pasted as such. For instance, the book has a typo error in question number 03: Priest's Nun's tale, instead of Nun's Priest's tale. The question paper copy-pastes the typo error as such. It is only a secondary question that the question paper is very substandard for such a prestigious examination and does in no way respect the syllabus prescribed by JKPSC. The authorities at the helm of affairs should look into the matter serious as the whole affair raises some genuine questions. If JKPSC can't frame a question paper independently of a particular book, doesn't it raise doubts about their credibility and authority? What if one candidate had just read the few beginning pages of the said book and another had burnt midnight oil studying scores of other book, except this particular one? Or are they trying to endorse the said book for their vested interests? Even suspicions about some foul play regarding benefitting the blue eyed boys cannot be denied. Therefore it is high time that the concerned ministry should look into the matter and take proper action against the officials who make fun of diligent candidates and also issue orders for arranging the examination afresh.
It is alleged that some candidates had already been informed by some touts in PSC that questions would be asked from R Gupta's English literature book , and for this hefty money has been allegedly taken as bribe by some officials , bureaucrats etc. Pertinent to mention that screening test has 60% weightage and rest 20 points each are for personal interview and extra qualifications / publications.
"After BOPEE scam the touts are scared to make open sale of question papers , now they seem to have found new ways , just copy paste questions from a particular book and pass on this information to those candidates from whom money has been taken. We appeal Chief Minister to order a probe into this scam without any delay," said Junaid Ahmad, another aggrieved candidate.
