Forest Deptt overtakes SSB, regularises adhocees

Jammu, Sept 8: In an case of exceeding powers not vested in any government department, the Forest department has regularised its adhoc employees, bypassing the Service Selection Board.
Sources told Early Times that the Forest department appointed 73 B.Sc. Forestry candidates under order no. 247 in 2000 on adhoc basis as Foresters for a period of six months or till the posts were filled by the SSB, whichever was earlier.
"But the department, overlooking the norms, neither referred the posts to the SSB nor disengaged these adhocees," sources said, adding that the Foresters were regularized under order No. 514-FST in 2012 in clear contravention of the recruitment rules.
Sources said that upon query made by the Principal Secretary Forest in 2015 regarding adhoc appointment of 73 candidates, the Principal Chief Conservator of Forest reportedly informed the former that in pursuance of cabinet decision taken in 2000, 73 Dehradun returned trained candidates were appointed as Foresters based on the training received by these candidates in colleges recognized by Union Environment Ministry. Sources informed that the connivance of the Forest department at the lower level cannot be ruled out as these adhocees continued to work in the department taking the shelter of court order brought in 2001, which doesn't seem to have been earnestly pursued in the court of law just to allow them to remain in the department for 12 years and later on paved way for their permanent absorption in the department as Foresters without following proper channel of recruitment through SSB at the cost of many more qualified and dissevering candidates.
