In J&K only Gazetted officers can avail Medical Insurance Scheme...! | No circular issued yet in favour of non gazetted employees | | Early Times Report jammu, Sept 8: In J&K state gazetted officers who enjoy many privileges under this cadre, have edge over the non gazetted employees in the health sector facilities too, thanks to sluggish approach of the PDP-BJP government which has yet to issue a formal circular that can bring thousands of employees under the cover of Medical Insurance scheme announced during the Governor's rule in March this year. The circular has so far been issued only in favour of Gazetted officers. Sources said employees working in non gazetted rank in various departments have to run from pillar to post when their family members fall sick in getting their medical bills approved under the normal provisions of Medical Allowance, which is otherwise also a very cumbersome process. While the gazetted officers who are far less in number have been granted this state medical insurance cover, the lower rank counterparts are suffering due to delay in issuing a circular by the government, even as this cover stands extended to all state government employees . Sources said though the SAC during Governor's rule in March this year approved extension of Medical Insurance Scheme to N-Z employees, it has been of no help to them so far as the government after taking over in April this has not completed certain formal steps that would facilitate grant of this cover to the employees in the hour of need. In what was hailed as an employee friendly step, under the scheme, an employee along with five members of his or her family is envisaged to be covered for an amount of Rs 5 lakh cashless treatment in reputed hospitals within and outside the state. Pertinent to mention is that there are around 3.5 lakh non -gazetted employees working in various departments of the state government. The government has already made an agreement with ICCI Lombard for the scheme , sources said adding that it was initially in the year 2003 this agreement was made on similar lines during the tenure of Mohamad Shafi Pandit as Finance Secretary. The then government paid a huge premium to the company in advance but things did not click for certain reasons as a result of which the government suffered huge losses, sources said. Since the scheme now approved by SAC has all round beneficial aspects, it was directed in March that it should be rolled out urgently for non-gazetted employees and also explore to include other sections like the employees working in PSUs, Universities, Semi Governmental Organizations etc., in case they too desired to be brought under the purview of the Scheme, sources said. However, things have not moved any further till date for reasons unknown, sources added. |
