Forest Department ignores ban on engaging DRWs | Appoints thousands of daily wagers | | Arun Singh ET Report Jammu, Sept 13: The adherence to the rules and regulations framed from time to time by the Government is to be implemented in letter and spirit by the concerned department but despite blanket ban imposed on engagement of daily rated wagers, the Forest Department violating the ban appointed over two thousand daily wagers without caring for consequences. Sources told Early Times that in order to check unabated appointment of daily wagers in various departments; the government framed the policy to streamline the engagement of daily wagers and put a blanket ban in 1994. They further told that in view of urgency expressed by few departments dealing with essential services like Agriculture Production, Public Works (R&B), PHE, Irrigation and Flood Control and Power Development Department, Government put these departments out of purview of ban allowing them to engage daily wagers on the requirement of the departments. It may sound ridiculous but it is a fact that Forest Department went ahead and engaged 2850 casual labourers during 2002 to 2014, they informed. Astonishingly, the department claimed that no daily rated workers had been engaged in the Department since 1994 and that some casual labourers who were being paid from works component were engaged in respect of development works whereas some had been engaged for watch and ward of the plantation/ nursery units, sources said further adding that the claim seems baseless as only the departments of Agriculture Production, Public Works (R&B), PHE, Irrigation and Flood Control and Power Development were authorized to engage seasonal/ casual labourers as per standing Government instructions (November 2005). |
