As Kashmir takes lead in emergency war preparedness, Jammu in slumber | | | Early Times Report
Jammu, Oct 1: Even as Jammu province including the winter capital here, being closer to the LOC are more vulnerable to any military aggression, it is Kashmir which has taken the lead in preparedness for any eventuality is case of war as tensions have heightened between India and Pakistan. While the war clouds loom large, and massive shelling has been taking place in Akhnoor sector of Jammu province, Kashmir is far ahead in preparedness, at least at the hospitals. This is despite the fact that over 20,000 people of Jammu province living along LOC have been shifted to safer places in the wake of apprehended retaliation from Pakistan. Sources said Commissioner Secretary Health has received a communication from the Union Ministry of Health and Family Welfare, asking the State's Health Department to be prepared for war in view of escalation of tension between the two countries. Sources said the Directorate of Health Services Kashmir instantly put the hospitals in frontier areas of Kashmir, like Karnah, Gurez, Teetwal and Uri on high alert. Likewise sources said the major hospitals in the summer capital of Srinagar, including SKIMS and SMHS Hospital have been asked to brace up to meet any eventuality. Sources said all health institutions and authorities in Kashmir have received specific instructions and communication for preparedness against any eventuality in case of military action. The communication has been sent in the wake of alert sounded by Union Ministry of Home Affairs and Defense Ministry after India's 'surgical strikes' across LoC on September 29. The health authorities have also issued Standard Operating Procedures (SOP) to hospitals to deal with any situation and even how ambulances have to drive in case of a military offensive. But sources said there's no such exigency in Jammu province. "In comparison to Kashmir, things are being taken lightly in Jammu though this region is more vulnerable," said sources in the Health and Medical Education Department at Civil Secretariat. Officials said the concerned Commissioner Secretary and other top officials were yet to review preparedness in Jammu. "Basically as the Durbar is in Kashmir, so the preparedness is more there," said a senior official adding by now a high level meeting should have been held in the winter capital region. A senior official, however, while denying the lapse said Kashmir looks more prepared because of the ongoing unrest and that things would be in place in Jammu in a day or so. "Basically health services in Kashmir have been in the state of emergency for the past around three months when unrest erupted, so Jammu will take some time," he said. The tensions heightened in the wake of militant attack on an Army headquarter in frontier Uri on September 18 when 18 soldiers were killed in the deadly strike. Within a fortnight India retaliated, through a surgical strike across the LOC on terror camps. Pakistan, however, is bracing up for retaliation, which could mean a counter Surgical Strike on India while shelling is already on in Akhnoor sector. |
