Kashmir needs Indians: Mehbooba | | | Early Times Report
JAMMU, Oct 5: On Tuesday, J&K CM Mehbooba Mufti made a very significant statement in Delhi while addressing a gathering of a selected people at the Bharat International Tourism Bazaar. "I don't know whether you need Kashmir or not but Kashmir needs you," she said. Kashmir has been part of Indian civilization since time immemorial and, hence, Kashmir can't be separated from India. The fate of J&K and the fate of the rest of the country is inter-linked. If J&K falls, India will also not survive. It will break into smithereens. There are forces across the country which are waiting for what ultimately happens in Kashmir, where the separatists, communalists and Pakistani agents have fomented anti-India trouble and declared that they are for Pakistan and Pakistan is for them. In other words, they are working for the division of India on communal lines, which the nation just can't afford. Here lies the important of what Mehbooba Mufti said in Delhi. Of course, all Indians want J&K. That's the reason the nation has been making supreme sacrifices both in terms of men and money. India has lost nearly 80,000 soldiers and civilians during all these 70 years of the state's accession to India. They not only want Kashmir but they actually want the complete integration of J&K into India so that the people of the state also exercise all those rights which are available to their counterparts in the rest of the country under he Indian Constitution. There problems are two. One is Article 370, which has created a political and constitutional gulf between the state and the rest of the country. The people of rest of the country want to invest in the state but the rules and regulations the state has made prevent them from investing in the state. Take, for example, the new industrial policy. Take, for example, the opposition in Kashmir to the idea of allotting land to what they call Indians even on lease. If the rest of the Indians are to play an important role in the state, Article 370 has to be repealed. The other is Article 35A. Article 35A empowers the J&K Government to grant or not to grant citizenship rights to Indians other than the state subjects. It says it is for the J&K Government to decide who should be or who should not be granted citizenship rights. The ball is in the court of the J&K Government and the Union Government. Both have to work in tandem and dismantle these barriers if people of the state and the rest of the country are to live together, work together and fight against the separatists together. Let's hope both the governments work out a scheme that brings about political, constitutional and financial unity between them. Indeed, Mehbooba Mufti's Delhi statement was politically very significant. |
