Early Times Report

Jammu, Oct 5: Swachh Bharat Abhiyan started by the government all over the country needs missionary zeal for success and not just rituals on Gandhi's birthday confined to photo sessions.
Records available reveal that from April 1, 1999, the Govt of India restructured the Comprehensive Rural Sanitatin Programme and launched the Total Sanitatin Compaign (TSC) which was later in April 2012 renamed as Nirmal Bharat Abhiyan (NBA). However, on October 2, 2014, BJP Government headed by Narendra Modi launched Swachh Bharat Abhiyan with the aim to eradicate open defecation from the country slated to be achieved by October 2, 2019.
Sources narrate that one of the important aspects of SBA is to eradicate open defecation, particularly in rural areas where womenfolk still go to fields. Despite launching this campaign two years ago with pump and show, majority of people living in villages do not have toilet facilities within their houses.
Sources in the border areas informed that young girls and ladies are still unaware of the Swachh Bharat Abhiyan campaign of the government. While talking to people living in villages adjacent to LOC in Akhnoor sector, it was revealed that open defecation was still in vogue.
They added that the conditions of other rural areas in this context can be well imagined.
Sources further told that people belonging to lower strata of society including those living in juggies are still using old methods of defecation within the municipal limits of urban areas.
To achieve the goal, it has been suggested that the campaign has to be taken up with specific plans for providing indoor defecation to people who lack toilets. Sources said that an act of polluting the Swachh Bharat Abhiyan can be gauged from the fact that long boundary wall of MAM College in the city facing Jammu University was fully defaced by writing ABVP by protagonists of Akhil Bhartiya Vishav Parashid.
They added that ABVP is the right wing of RSS and BJP which did not have the prudence to honour the well publicized cleanliness campaign of BJP government. Interestingly, the wall was now cleaned applying white wash on the eve of Gandhi Jyanti few days ago, sources added. When such an elite class of the society having full awareness indulges to scuttle the spirit of Swachh Bharat Abhiyan, then it is difficult to understood as to how one can expect wonders from semi or non educated villagers living in rural far flung areas still lacking awareness about Swachh Bharat Abhiyan, sources bemoaned.
Mocking at the time bound campaign of cleanliness limited to urban and sub urban areas ostensibly on special occasions like Gandhi Jyanti, the sources were of the views that it ought to be attached a missionary spirit round the year and not a leisure time confined to municipal areas on specific days . They added that in order to achieve the objective of SBA by 2019, it is imperative to put in place a well laid out mechanism ne to involve numerous NGOs to educate masses and government agencies should considerably focus their attention on rural areas of the State lacking toilet and garbage disposal facilities for generating adequate awareness amongst people about the importance of Swachh Bharat Abhiyan aiming total cleanliness and also the bad affects of open defecation and unhygienic environment around localities.
