JU VC alters rules to adjust favourite, ignores syndicate decision, withholds appointment of Director DDE | | | Early Times Report JAMMU, Oct 5: Setting aside the decisions taken by Jammu University Council and Syndicate to appoint a full time Director for the Directorate of Distance Education (DDE), University of Jammu, the Vice Chancellor has persisted with the old formulae of internal adjustment on rotational basis just to accommodate his 'favourites' for key assignment. The advertisement issued for appointment of Director Distance Education last year has turned out to be a faux pas with the adjustment of a blue eyed professor as Director DDE by the university authorities clearing its agenda of fiddling with the laid down rules and regulations. "In the year 2012 (73rd Council meet of JU), a proposal was taken to University Council for adjusting Director DDE on rotational basis, but viewing the importance of assignment as purely administrative, the item was rejected in the council headed by Governor who is the Chancellor of Jammu University", said sources. They further claimed that the Vice Chancellor had a secret meeting with the some of the faculty members of DDE, and hatched a conspiracy to remove the then Director secretly. The meeting was held two days before Academic Council meeting wherein he motivated the DDE faculty members to move representation regarding their demand for rotational directorship in DDE for placing the same in Academic Council for consideration. "The representation was moved by just 8 faculty members out of the total strength of 15 and that too at a time when the then Director had gone out to New Delhi in connection with an official work", said a source adding that the desperation of Vice Chancellor in attaining his goal covertly can also be ascertained by having a glimpse of representation which was written hurriedly and casually and forwarded to the office of Vice Chancellor hours before the start of Academic Council meet. However, the Vice Chancellor could not achieve what he wanted as some of the HoDs objected to the demand of rotational directorship owing to which the matter was referred to Campus Dean Committees. The Campus Dean Committee noted that "There is a sanctioned post of Director DDE which has been advertised thrice, therefore it was resolved that the matter be referred to the Vice Chancellor for a final decision." Despite plain rejection of the idea of Rotational Directorship of Director DDE post, the Vice Chancellor refused to budge and decided to take the matter to University Syndicate (109th meeting) under Agenda Item No: 109.37. The Vice Chancellor's decision to take the matter before University Syndicate clearly exposed his Plan that he was more desperate to have rotational directorship in DDE from within the faculty members of DDE instead of direct officer to man the post of Director DDE through the mode of interview. The sources further told ignoring the decision of Chancellor taken under his Chairmanship to appoint Director DDE direct through interview, incumbent VC once again took the matter in the Syndicate meeting on 25th Jan 2016 which was pinned down by the members with one voice. "When the incumbent V-C took over as Vice Chancellor of University Jammu, he never bothered to act upon the decision of University Council and Syndicate and appointed a blue-eyed Professor as Director DDE setting aside the decisions both of University Council and Syndicate", claimed sources. That the Vice Chancellor who has allegedly become so powerful that he does not ever care a bit of the Chancellor of University and setting a wrong precedent for other universities in the state and dishonoured the orders of Chancellor means a great affront to the highest authority and the Chancellor does not seem to have taken cognizance of a serious nature of violating the orders of University Council. |
