DDO powers to remain with Com/Secy not with Director RUSA | Like Director Colleges Director RUSA to become a rubber stamp | | Akshay Azad

Jammu, Nov 15: The Higher Education department is in no mood for decentralization of powers, which is evident from the fact that it is going to induct Director Rashtriya Ucchtar Shiksha Abhiyaan (RUSA) in State Higher Education Council (SHEC) but simply as a member and not member secretary. It means that Secretary of Higher Education will also head RUSA and Director RUSA will be only be a rubber stamp, same as Director Colleges, who will not be in a condition to work independently as Drawing and Disbursing (DDO) powers will remain with Secretary. Sources in Higher Education department informed Early Times that when State Higher Education Council (SHEC) under RUSA was formed in the state, the Director of RUSA was not appointed by government at that time. "So in absence of Director, the Secretary of Higher Education department was made as Member Secretary of RUSA (Member Secretary is highest official in RUSA) rather than Director RUSA", sources said After holding of few meetings, in the meantime the government had appointed Jahangir Mir as Director RUSA and later Tariq Ahmed Zargar but so far the Director is not even member of SHEC", sources said. They further informed that as per standard guidelines, the Director RUSA must be the Member Secretary of SHEC and Drawing and Disbursing powers should rest with him and not to Secretary of Higher Education. "But as per the agenda finalized for the SHEC meeting, scheduled to be held on 23rd of this month, the Director RUSA will be made simply a member and not member secretary", sources said, adding that the post of Member Secretary would remain with Secretary of Higher Education. The Director RUSA will be simply a rubber stamp as Director College and all powers will remain with Secretary, who will ultimately take decision as per dictates of political bosses. "If Director RUSA will be appointed as Member Secretary of SHEC, the funds sanctioned by Union government will ultimately come to Director and he will be in a condition to take independent decisions but without DDO powers, he will simply be a dummy candidate of higher education department nothing else", sources alleged. They further added that it was beyond comprehension as why Director would not be made Member Secretary and if it would be done, the whole purpose of SHEC would be defeated, sources said. |
