Influential officers face Vigilance probe, but still call the shots

JAMMU, Dec 6: In an apparent case of mockery of investigation, a group of officers in different departments continue to hold key positions despite cases registered against them by the Vigilance Organization.
In one such instance, a class-IV employee who was later elevated to the post of General Manager is facing a Vigilance probe for corruption. He however continues to hold the key position from where "he can easily tamper the record to modify the investigation as per his wishes," said sources.
"This Class-IV employee-turned-General Manager was previously ousted from the Kashmir Valley owing to his corrupt practices and was posted in Jammu province. He did not restrain from corrupt practices, though," said sources.
They said the employee in question used to exploit the employees union by taking their support when seniors raised questions about his integrity.
Sources said that owing to his involvement in corrupt practices, an NGO had filed a complaint with Vigilance Organization, but the person in question managed to tamper the records as he is holding the position from where the documents are to be released.
Meanwhile, an officer in the Vigilance Organization said it is not possible for the organization to pursue fair investigation unless the accused is holding the charge of the post which is under scanner.
"We cannot commit to hold a fair investigation, as we receive inputs from the same person who has been charged for corruption," said the officer, adding that the person is arbitrarily managing the records, "which is definitely not accurate picture."
Similar cases have been reported from Revenue Department, wherein some officers are facing Vigilance probe but still continue to hold vital positions, which is hampering the investigations.
Even the court has directed the department to cooperate with the Vigilance in the conduct of free and fair inquiry.
