SRINAGAR, Mar 22: There seems to be dearth of officers in Jammu & Kashmir and same got proved a couple of days back. The development has pointed towards yet another disturbing trend in the state. On March 20, the Industries and Commerce department ordered for the re-engagement or re-appointment of Mohammad Ismail (M I) Parray as Director or Jammu & Kashmir Entrepreneurship Development Institute (JKEDI). Parray had retired as Director JKEDI only last month.
"Sanction is hereby accorded to the re-appointment of Dr. M I Parray as Director, JK Entrepreneurship Development Institute (JKEDI), for a period of five years or till he attains the age of 65 years whichever is earlier," reads the order issued by Industries and Commerce department. The order has been issued by Shailender Kumar, Commissioner Secretary, Industries and Commerce department. The re-appointment of Parray as Director JKEDI has been ordered under Government Order number 91-IND of 2018 dated 20-03-2018. Since the issuance of this order Shailender Kumar has been promoted and designated as Principal Secretary, Industries and Commerce department. "Re-appointment of Parray has pointed out that Peoples Democratic Party (PDP) and Bharatiya Janta Party (BJP) government in the state is no different when it comes to rehabilitation of retired officers and officials. People at helm in the state these days are treading the same path set out by their predecessor vis-à-vis re-engagement of retired officers and officials," said sources.
This time around the state government broke all the records since it re-appointed Parray for a period of five more years from March 20, 2018 onwards. In the past the re-appointment of retired officers or officials would range between 1-3 years. The re-appointment of Parray meant blocking of avenues for officers who could have been appointed as Director JKEDI.
"When it comes to replacing Parray there were many officers who could have replaced him? However, the government chose to re-appoint the former Director JKEDI much to the displeasure of many professionals in the field. The state government has given a message to the talented and upright officers that there is no scope to elevate them and they should not aim for a higher position," said sources.
It would be in place to mention here that the three year old PDP-BJP government in the state re-instated, re-engaged and re-appointed many officers who had demitted their offices at various levels in the state. Re-appointment of Parray is a latest edition to the same process.
"This is despite the fact that politicians of PDP and BJP would target the previous National Conference-Congress coalition government when it comes to re-appointing the retired government officers and officials. A process like re-engagement of superannuated officials suggests that rules are for fools in Jammu & Kashmir," said sources.
