CUS violates UGC norms for selection of teaching faculty | | | Early Times Report Jammu, May 6: The Cluster University of Srinagar (CUS) has been violating the criteria set by University Grants Commission for selection of teaching faculty by devising a new formula to calculate marks of candidates from matriculation, 12th and graduation rather than post-graduation. The CUS had advertised posts of Assistant Professors (APs) in various disciplines. The criteria based on 100 point scale was adopted for shorlisting of candidates for the selection of APs. As per new parameter, academic merit including matriculation (60% and above), 12th class (60% and above) and graduation (60% and above) were attributed 5 points each. Whereas as per UGC guidelines or the criteria followed by various Central Universities across the country, the academic qualification of post-graduation is considered. "Usually the students of government schools as well as the students from far-flung areas don't have high merit in matriculation, 12th and graduation whereas the students of private schools and those studying in capital cities have very high marks in the initial classes", an applicant said. He said that with the adopting of such flawed criteria the students from far flung areas as well as from backward areas or castes would ultimately suffer. "There are numerous cases where the students from far flung areas, backward classes or areas or of government schools got high marks in post-graduation but not in initial classes due to various reasons", another applicant said, adding that such criteria was only to push away the applicants from downtrodden sections and far flung areas. The UGC guidelines of 2010 have PG as minimum qualification with 55% marks and the marks of PG must be taken into account for shortlisting criteria. "Even the draft UGC regulations of 2010 have not been taken into account the marks of matriculation or 12th but only of graduation. The state government must instruct the CUS for redrafting the criteria", the applicants said. An official of CUS said that state varsities were autonomous in nature and they could devise their own criteria for shortlisting but before amending their shortlisting criteria all stakeholders must be taken into board. |
