Pakistan in the Grey List Again | | | Omkar Dattatray
Pakistan was again bracketed in the gray list by the global agency FATF-financial action task force. This is the agency entrusted with the task of keeping an eagle's eye on money laundering and terror funding in the whole world and it is committed to its objectives and functions. Pakistan which exports terror and indulges in financing terrorism had previously been kept in the gray list by FATF and now Pakistan expected to be freed from the gray list and wanted not be black listed. So for as the first expectation of Pakistan is concerned it was again kept in the gray list by FATF that means Pakistan has recently been bracketed in the gray category as the rouge state is involved in raising and financing terrorist activities and hence in the list. The only consolation for Pakistan is that it has not been blacklisted as of now. The FATF rules and regulations provide that a country kept in the watch list should have the support of at least three countries to save it from blacklisting. Pakistan got the reprieve because its three friendly countries supported it not being blacklisted. China, Malaysia and Turkey supported it not being blacklisted for the time being. But it continues to be in the gray list and any time in future it can be blacklisted provided it fails to fulfill the parameters of the FATF. Therefore Pakistan must comply with the parameters of FATAF for not being blacklisted. So that country should rein in the terrorist groups and desist from financing and funding terrorism if it wants not to be black listed. Besides the support of its three friendly countries, Pakistan's last ditch efforts to arrest terrorists of Lashkar -e-Taiba also played its part in saving Pakistan from being blacklisted. There are many ill consequences of blacklisting and so the countries like not to be blacklisted. The blacklisted country does not get financial assistance and bailout from the foreign countries and IMF and World Bank and other global agencies. Not only this, the blacklisted country is considered as a terrorist country. On the Pakistan being kept on the watch list the foreign minister of Pakistan leveled allegation that India wanted to influence the FATF for blacklisting Pakistan. Recently Indian army again demolished the launch pads of Pakistan in POK after Pakistan failed to stop the ceasefire violation. The large presence of terrorist infrastructure in Pakistan occupied Kashmir and exporting of terrorism to India and other countries and money laundering and funding terrorist activities is enough to blacklist Pakistan but thanks to the support of the three friendly countries that Pakistan was saved as of now from being blacklisted. But it is no guarantee that Pakistan will not be blacklisted in near future. Pakistan has got only four months reprieve from being blacklisted by FATF. Pakistan foreign minister shah Mehmood Qurashi said that the country would fulfill all the targets of FATF to get the country off the gray list. India should maintain pressure on the international community and world powers as well as on FATF so that Pakistan is blacklisted in near future and that will be a victory against terrorism. It is a fact that Pakistan is openly involved in terrorist activities in India and is transporting terror to India. The Indian army has been on high alert in the line of control ever since it abrogated article 370. Pakistan has failed to win the support of the international community on Kashmir and in desperation it made another misadventure. But the fear of being downgraded by FATF hung over it like a domiciles sword. And in pressure it holds back the infiltration till the coast was clear. As said earlier the support of three countries is required for not blacklisting a country. India and other such countries should ensure that this technicality does not come in to shield Pakistan for long. What is required is the maintaining of the pressure so that Pakistan will desist from financing terror and financial aid should be choked to handicap the rouge state. However much should not be expected from Pakistan as is the previous experience. Pakistan should be made to pay for its misdeeds and doing so lies with the international community. |
