Financial Mismanagement at Islamia College Srinagar
Directorate of audit & inspections yet to initiate inquiry

Srinagar, July 6: Last year a serious financial mismanagement had surfaced at Islamia College of Science of Commerce Srinagar. This mismanagement came in public domain after it was found that State Audit & Inspection Directorate had failed to undertake audit in this Government controlled institute for many years . The matter had landed in State Information Commission (SIC) after an information seeker tried to seek details about this matter under State RTI Act but was not provided the same by the Public Information Officer (PIO) of Islamia College Srinagar .The State Information Commission (SIC) had issued an order into this case on November 13, 2013 at Srinagar and the PIO as well as the First Appellate Authority (FAA) was directed to provide the complete information to the RTI applicant . The information came into public domain which revealed serious financial mismanagement but till date the authorities haven't initiated any inquiry in this regard.
As per details available with Early Times a complaint was filed by one Arshid Ahmad Bhat S/o Ghulam Nabi Bhat from Nowhatta Srinagar in the State Information Commission (SIC) last year on 08.10.2013. Arshid Ahmad Bhat complained before the SIC that he had filed an application under Section 6 of the State RTI Act 2009 on 22.07.2013 before PIO of Islamia College of Science & Commerce, Srinagar seeking certain information related to funding , audit and inspections etc . The PIO/Islamia College of Science & Commerce Srinagar vide his letter No. ICS/PIO/2712//R-12 dated 05.08.2013 provided the information to the information seeker comprising of 27 pages . Not being satisfied with the information provided by the PIO the complainant Arshid Ahmad Bhat filed First Appeal before First Appellate Authority (FAA) of Islamia College of Science & Commerce Srinagar on 26.08.2013 requesting First Appellate Authority(FAA) that he not has been provided complete information as sought under RTI Act , he prayed that PIO be directed to share the complete information .
Subsequently the complainant had approached the State Information Commission (SIC) on 08.10.2013 with a complaint against PIO/FAA of the Islamia College of Science & Commerce Srinagar that he was aggrieved with the reply of PIO of Islamia College of Science & Commerce Srinagar and submitted First Appeal in the office of FAA on 26th August 2013 but the said appeal has not been decided at all.
SIC 's order against the PIO :
" The Commission has gone through the contents of RTI application and has found that most of the information sought is directly related to the disbursement of funds and budget given to the Islamia College by State and Central Governments and the audit conducted by Account General and Audit & Inspections Department of J&K Govt.
The SIC 's order further reads as :
" As per information given to the State Information Commission (SIC) it seems that Audit & Inspections Directorate of J&K Govt. has not conducted audit of funds and budget allotted to the College for last several years. Not doing audit is obviously a serious lapse which will defeat the very purpose of objectives and purpose of the State RTI Act i.e. to " promote transparency and accountability in the working of every public authority" in the State. The Commission would, therefore, expect the Directorate of Audit & Inspections J&K Govt. to immediately enquire into the matter and ensure that audit and inspection of all Govt. and semi Govt. bodies/institutions etc. is done regularly and as per the guidelines laid down in the Audit & Inspection manual.
The appellant/complainant is advised that in case this order of the Commission is not complied with, he should file a complaint before the Commission as provided under Section (15) of the State RTI Act for not carrying out the directions of the Commission "
"It is now more than eight months since SIC pronounced this order and the Directorate of Audit and Inspections is yet to take action against the involved officials , even the departmental inquiry has also not been initiated " said Mushtaq Ahmad an RTI activist from Srinagar .
