Concept of welfare State goes for a six
26 lakh people deprived of ration supply through CAPD department

SRINAGAR, Aug 27: At a time when emphasis is being laid on Right to Food for the people more than one fifth of the total population in the state does not receive ration and other food items from ration depots of Consumer Affairs & Public Distribution (CAPD) department. This was stated by CAPD and Transport Minister, Chaudhary Mohammad Ramzan in the legislative assembly today. Replying to the resolution moved by MLA Kulgam, Mohammad Yousuf Tarigami, Ramzan said that the state government provides ration to the people according to the 2001 Census and not according to the Census carried out in 2011.
"The population of the state according to Census 2001 was 99 lakhs and this rose to 1.25 crores in the 2011 Census. However, we are providing the ration according to the 2001 Census. This in simple terms means that we are not able to provide ration to a population of 26 lakhs living across the length and breadth of the state," said the CAPD and Transport Minister. Ramzan said the reason for the same is that the state government is not able to purchase food grains from Food Corporation of India (FCI) at higher rates. He said FCI officials have said that the state government would have to pay the price of extra ration between 2001 and 2014 at the rate of Rs. 35 per kilogram instead of subsidized rates that is applicable at present.
"The state government is not in a position to purchase food grains at market rates as compared to the subsidized rates. Still then we have not given up the claim in this regard and we are in constant touch with the FCI and Union Food Ministry. Hopefully there is some light at the end of tunnel and a breakthrough is achieved," said Ramzan. The CAPD and Transport Minister said that 5, 17, 000 families in the state are without the ration cards. He said while 3, 20,000 families in Kashmir are without the ration cards around two lakh families in Jammu division are yet to get the ration cards.
"The state government more so the concerned department are up against yet another problem and that is in the form of fake ration cards. There are 80,000 fake ration cards in the Jammu division with the Jammu district alone having 49,000 ration cards. We need to tackle this problem so that the distribution of ration is streamlined," said Ramzan.
Ramzan said that Rs. 4, 10, 00,000 would be needed for making smart ration cards in the state. He said that Rs, 1, 70, 00,000 has already been released by the Planning department for this purpose adding that the whole process would be completed in the next 45 days.
Tarigami pressed for his resolution that envisages that the government would have to provide 35 kilograms of ration at the rate of Rs. 2 per kilogram to each family as per the 2011 Census. The resolution was put to vote and it was adopted since majority of the members said yes in favour of the resolution.
Nizam-ud-din Bhat and Chaudhary Zulfiqar Ali of Peoples Democratic Party (PDP) moved amendments to the resolution. In his amendment Bhat said that the supply should be started within two months while as through his resolution Zulfiqar said that supply should be started in time bound manner so as to mitigate problem of food security.
