CM's announcements restricted to papers only | Deadline expires, no recommendations submitted yet to set up Veterinary University | | Avinash Azad Jammu, Aug 27: The phrase "One step ahead two steps back", seems fit in the case of Chief Minister Omar Abdullah-led state government, which is leaving no stone un-turned to impress the voters by announcing various development projects ahead of assembly elections but none in the administration is taking care for implementation of these announcements. It is an irony that despite the expiry of deadline fixed by government to submit the recommendations for establishment of Veterinary University, the committee is yet to submit report. Sources said that consequent upon the Planning Commission of India (PCI) proposal, the state government had constituted a committee on July 17 last seeking recommendation that how to 'channelize various scattered efforts being made to promote livestock production, marketing and economic returns, while taking care of environment through need-based long term strategic activities'. "As per government order, the committee, headed by Chief Secretary has to submit its report within one month, ie August 17. But due to lack of coordination between the committee members, the deadline has expired", sources claimed. They said that the Chief Secretary was also asked to examine the demand for setting up separate veterinary varsity in Kashmir and Jammu regions. "Administrative Secretaries of Animal and Sheep Husbandry, Planning, Finance, Agriculture Production department, Vice-Chancellors SKUAST Srinagar/ Jammu, HODs veterinary physiology, SKUAST (K) and SKUAST (J) and Officer on Special Duty to VC SKUAST Jammu are the members of the panel", the sources said. "The state veterinary universities in J&K were proposed in the 'State Specific Report' of PCI's Advisory Committee on Animal Husbandry and Dairying", the sources informed, adding that the committee constituted to frame the modalities for establishing separate Veterinary University in the State in one month was in discussion mode. Wishing not to be named, a member of the panel said that a few meetings of the committee held so far have remained inconclusive and the members have decided to hold more deliberations on the matter. He added that the panel was also considering the suggestions for establishment of two separate universities for Kashmir and Jammu regions and wants to submit 'Clear recommendations' to the government. "Experts in the committee stress for having only one university with state of art facilities for meeting the desired goals. But the committee as a whole is not averse to the idea of having separate universities for the two regions," he said. The sources also said that the insufficient budgetary allocation was hampering further progress for establishment of the varsities. "Insufficient budgetary allocation to the veterinary departments of SKUAST-J-K to conduct research and take up other projects for livestock promotion also necessitates establishment of a separate university," they added. |
