Jammu, Nov 16: Assistant Director CA&PD, Samba and his subordinate again faced the wrath of the department on the ground of the dereliction and mismanagement in maintaining the record, thus putting the face of department at wall.
This time, Director CA&PD Jammu G.S Chib censured Assistant Director CA&PD Samba Anshumali Sharma as per section 30 (i) of J&K Civil Services (Classification, Control and Appeal) Rules, 1956 and imposed fine equal to one day pay under section 30(ii) of J&K Civil Services Rules, 1965 on Sahil Sharma TSO Samba.
Both the officers and official had earlier also faced penalty, fifteen days before, when they faced allegations of bungling in ration card of Reeta Devi w/o Sohan Lal r/o Kalwal, Samba. The penalty came in the form of red entry in his service book of the TSO , while the Assistant Director CAPD ,Samba was censured for his role in shielding his subordinate in his misdeed by filing self contradictory oath in affidavit before the State Information Commission.
The Director CA&PD took action after both were found guilty in mismanagement of the record of ration cards. The departmental inquiry was initiated on the direction of State Information Commission to ascertain the veracity of the ration card issued in favour of Krishno Devi w/o Lt Mani Ram r/o village Malhani. The bungling in the ration card came to limelight when Kovid Khosla, advocate , in his RTI query sought some information regarding photocopy of the D form of Krishno Devi.
The AD CA&PD Samba who happens to be the PIO informed that the record regarding the ration card of Krishno Devi is not traceable. Later, in second reply, the officer produced the record full of cuttings/deletions/alterations that too without any attestation, forcing the Commission to get the inquiry done by the Director CA&PD. The second reply was forwarded after Commission sought FIR copy of the missing of the ration card of Krishno Devi from Assistant Director CA&PD,Samba.
Meanwhile, during investigation Director CAPD Jammu G.S Chib realized that the allegations of bungling in ration card in question were true. In in inquiry report, the Director CA&PD,Jammu G.S Chib observed." Anshumali Sharma, Assistant Director CA&PD, Samba who happens to be the PIO, it transpired that he merely acted as an instrument of Post Office, and simply forwarded the reply of Tehsil Supply Officer, Samba. It seems that he cannot absolve himself f from the responsibilities of a controlling officer as the TSO is directly under his superintendence and governance. Besides,in the district he has to act as repository of all records of his own office as well as offices down below his control. Now, therefore after examining all aspects of the case and record produced, the ration card of subject Krishno Devi w/o Mani Ram r/o Malhani is cancelled obnitio, Anshumali Sharma, Assistant Director cum PIO CA&PD,Samba is censured as per section 30 (i) of J&K Civil Services (Classification, Control and Appeal) Rules, 1956 and imposed fine equal to one day pay under section 30(ii) of J&K Civil Services Rules, 1965 on Sahil Sharma TSO Samba". |
