SVO succumbed under 'political pressure'

SRINAGAR, Mar 11: The ousted NC-Cong regime went out of way to shield blue-eyed officials, who kept their political bosses happy, one such top officer who enjoyed the political patronage during the erstwhile government is incumbent Director Health Services Kashmir Dr Saleem-ur-Rehman, who held on to his post despite State Vigilance Organization (SVO) registering a criminal case against him for his alleged involvement in drugs kits scam.
Sources told Early Times the SVO had registered a criminal case bearing FIR No 32/2012 against Dr Saleem under the Prevention of Corruption Act for his alleged involvement in drug kits scam. The verification conducted by the SVO, sources said, had prima-facie established that the purchase of drug kits by Dr Saleem in 2011 was in violation of the conditions of supply order and guidelines of government.
"The majority of drug kits were purchased from a particular private firm whereas in supply order it was mandatory that all drugs should be supplied by Central Pharmaceutical Subsidiary Enterprises (CPSE's)-authorized government firms," they added.
"Several drugs which were purchased were not included in the approved list of 103 medicines that was against the Purchase Preference Policy (PPP) of Government of India," sources claimed.
Dr Saleem, sources said, "In order to facilitate the procurement of drugs from private companies constituted a purchase committee on his own ignoring the central purchase committee/subcommittee already constituted by government for the purpose."
They said after the SVO completed the investigations, the Investigating Officer recommended that the Director Health Services is punishable under sections 5(1) and 5 (2) of Jammu and Kashmir Prevention of Corruption Act-2006 and section 120-CrPC.
Sources said that after SVO established the Prime facie against the incumbent director, the case was not pursued further due to "political pressure."
The President of the Doctors Association Kashmir (DAK) Dr Nisar-ul-Hassan while talking to Early Times said, "The incumbent director was instrumental in procuring sub standard drugs and then supplying these to the various hospitals and Primary Health Centres across Jammu and Kashmir."
He said, "Erstwhile regime failed to act against the people who were involved in the spurious drug scam and allowed the accused to call the shots."
Pertinently, when the reports about spurious drugs being supplied to the various hospitals surfaced in JK, people were shocked but the Director Health Services Kashmir (DHSK) Dr Saleem-ur-Rehman at that point of time announced that people should not raise hue and cry about the issue as spurious drugs are a common phenomenon worldwide.
The ousted NC-Cong regime not taking any issue seriously encouraged the "corrupt officials" to rule the roost and run the show in their own way without any fear of being caught. "Both the parties NC and Congress paid a heavy price in 2014 assembly polls for patronizing corruption and ended up at the losing side. Had the people at the helm acted against the corrupt system and removed the deadwood NC and Congress would not have lost the assembly elections so badly," opined an analyst.
