Jammu, Mar 11: In a glaring example of political and administrative favoritism , Rural Development Department (RDD), Kishtwar police, Crime Branch and the government functionaries at the helm of the affairs have failed to initiate any legal action against the employees appointed by the RDD as Junior Engineers on fake certificates while as in similar cases of same nature, wherein teachers appointed in education Department Kishtwar on fake/forged certificates has not only been terminated by the department, but Kishtwar police also registered an FIR No: 98/2012 U/S 420/466/467/468/471 RPC against these accuse teachers and produce the challan in court of law. While as far as appointment on fake/forged documents in RDD Kishtwar, nothing has been done so far as the accused persons are continuously enjoying the prize postings in the department under administrative and political patronage even after five years since the issue came to fore.
Though the government in order to silence the storm had ordered an inquiry after it received some complaints that about a dozen youth hailing from various blocks of district Kishtwar including Marwah, Dachhan, Nagsini, Kishtwar and other blocks had managed jobs in RDD department under MGNREGA as Junior Engineers (JEs) and Technical Assistants on fake degrees and diplomas, but the inquiry is gaining dust at various levels including at the level of Crime Branch Jammu as well as in Vigilance Organization as both the departments toss up the file which finally these days is lying with CB Jammu.
Among these accused persons, some of the candidates who studied at Polytechnic College Jammu produced certificates from Chhattisgarh and some other universities and managed jobs in the department, thus depriving other genuine and deserving candidates of the district.
Interestingly, most youth were engaged by the ACD Kishtwar during 2010 and are getting regular salaries and other benefits from the department. Even a few of them having degree in Mechanical Engineering also secured selection despite the fact that as per guidelines and the advertisement notice, it was not the criteria for executing the civil works. The matter came to the notice after some senior officials in the department got suspicious over the documents produced by the appointees. It was not only case of appointment on fake/forged documents, but a few managed to get the jobs without completing their degrees and they were still enrolled in the college at the time when a letter of appointment was handed over to them in brazen violation of the advertisement seeking applications from the genuine unemployed candidates against the posts advertised.
To the utter surprise, the senior officials at the helm of the affairs forced a few engaged employees to resign to cover up the issue by paying way for the whistle blower, despite the fact that the appointee holds the genuine diploma from recognized college of Jammu. The only misfortune of one of these disengaged employee is that he had a backlog of two papers at that time and the norms suggested that a candidate having two backlog papers is entitled for the degree/diploma with the condition that the said candidate has to clear the backlog in given time frame set by the concerned board.
The issue came to the forefront when some unemployed youths submitted a written complaint to the then ACD and DC Kishtwar, but they did not take any action, some local youth approached the then Director RDD Jammu, the then Minister for RDD Ali Mohammad Sagar and even approached the CM's Grievance Cell, but nothing was done so far even after the lapse of five years.
If insiders are to believed, the accused persons accumulated huge wealth in short span of service tenure running into several lakhs in the form of cash, property and even some have buy luxurious vehicles and stress upon the need for independent probe to fix the responsibility on the guilty persons involved in manipulating the recruitment process.
Senior RDD official when approached for comment put the blame on its predecessor who had appointed the accused persons without verification of the documents. In question regarding the progress of the investigation into the case, they said that the issue is with the CB/government level and tries to distance itself from the controversy. They also ducked the question whether the RDD department had any plan to approach the police for registration of an FIR against the persons in question on the pattern of education department.
The silence on part of the RDD during the past five years has put the functioning of the department under scanner and also clearly indicates that the working of the department is under the dominance of the political masters who are even today shielding the employees appointed on the bases of fake/forged documents. But as a shocker, even half dozen ACD's were posted in Kishtwar since the issue came to fore front to conduct inquires, but to the utter surprise nothing was done so far as far as action against the erring persons procures job on fake/forged documents is concerned. |
