Driving schools operating in brazen violation of norms | Transport department struck by administrative apathy | | Early Times Report
JAMMU, Apr 6: Hundreds of driving schools that have mushroomed in every locality of the city are operating in brazen violation of norms laid down for such institutes by the Transport department. Many of these driving institutes are running illegally though they have been derecognized by the Transport Department for not adhering to norms. Ironically, some driving schools duly recognized by the department are also not adhering to the rules due to which the concerned authorities are contemplating to take punitive action against such violators. According to sources, several driving institutes are using worn out vehicles for imparting driving skills to the learners adding that such vehicles do not have proper fitness certificates. Sources further told Early Times that not only the vehicles being used to teach driving are old but the institutes are operating on those areas which are not safe for driving. The department has decided to act tough against the driving schools which have shown disregard to the rules and procedures but the lack of discipline among the institutes is creation of the authorities who failed miserably to ensure that the driving school owners complied by the rules. For making sure that the driving schools are being run in accordance to the laid down norms, the Transport Commissioner has directed to form inspection teams which would closely monitor the activities of the institutes. Sources said that as per the official details the Transport Department has give recognition to as many as 99 driving institutes, however, presently only 65 are functional as 34 of them were closed down owing to non-fulfillment of departmental rules. But, interestingly, few such schools which were derecognized and got shut down officially are still functional. Sources further said that although department claims that there are only 65 schools running at present in Jammu region but the figure in actual is more than 150 and most of them are functioning without legal recognition, however, the department is not taking any action against such illegally run schools. |
