Vigilance sleeps over cases of established misappropriation Avinash Azad Early Times Report Jammu, Apr 6: Breaching the provision J&K Government Employees Conduct Rules 1991, Executive Engineers of two different departments, drawn salary on name daily wager, using latter's services for domestic purposes. Moreover, to hide their misconduct the engineer also altered service record of the daily wager, which had also been established by the state vigilance organization in its verification submitted to PHE department in 2012. Official documents in the possession of Early Times reveal that Jugal Sharma, the then in-charge Executive Engineer, Local bodies Division 1st, employed one Jeet Singh, who was daily wager in PHE department also. "The daily wager (Jeet Singh) drawing salary from PHE Division Kishtwar against Hiya Tagoot Scheme from Sub-Division Dacchan and at the same time was performing the duties as driver at Local Bodies Jammu and has drawn the salary from said period from both offices", documents read. Copy of memorandum sent to Jugal Sharma, the then in-charge Executive Engineer, Local Bodies Division-1 by PHE, I&FC Department J&K Civil Secretariat, under communication number PHE, IFC/HRM/Vig/20/2014 dated 09-03-2015, read "You are directed to submit to the undersigned, within 15 days from the date of receipt of this memorandum." "On the charge framed against Jugal Sharma, Vigilance Organization vide letter No. SVO-UD-05/2011-7611-14 dated 27.06.2013 informed that on a complaint lodged by Mushtaq Ahmed, President, All J&K Public Health Workers Association, Kishtwar against Ravi Kant Sharma, then l/C AEE, PHE Sub-Division Thatri alleging therein that Ravi Kant Sharma since two years had got engaged in back door appointments of daily wagers after getting huge amount as bribe. Ravi Kant Sharma has kept many daily wagers who have been engaged at far flung schemes of PHE Division, Kishtwar at Chatroo and Padyarana at his home at Brahman Mohalla, Kishtwar as well as at Bhawani Nagar, Jammu as domestic servants. The daily wagers who have been engaged by Ravi Kant Sharma have never attended their duties but their wages are drawn monthly from state exchequer", documents read. It further read that one Ajeet Singh, daily wager who was drawing salary from PHE Division Kishtwar against Hiya Tagoot Scheme from Sub-Division Dacchan was also performing the duties as driver at Local Bodies Jammu and has also drawn the salary for said period from that said office also. It further read that a verification No. SVO-Ver-UD-05/2011-2058 dated 15.02.2011 was conducted into the matter and from perusal of the record, it has been established that Jeet Singh and not Ajeet Singh with the parentage address same as in the complaint was engaged in the PHE department as reflected in letter number PHEDK/6591 dated 19.03.2012. "Jeet Singh has drawn salary from two offices for the same period therefore has drawn an extra amount of Rs. 11000/- from PHE Department Kishtwar. Ravi Kant Sharma even after being well aware of the fact that Jeet Singh was working as daily wager with his Division got engaged Jeet Singh as daily wager with Local Bodies Division 1st Jammu through his cousin who was then Executive Engineer with the said Division", the document read. It further said that Ravi Kant Sharma allowed the said person to simultaneously draw salary from two departments for the same period which was a clear misuse of his official position by him and this act of him allowed Jeet Singh to draw an extra amount of Rs. 11000/- from PHE, Division Kishtwar. |
