3 lecturers posted against 23 sanctioned posts in GDC Ramban | Peripheral colleges face pressing shortage of faculty | | Bijay Charak

Jammu, Apr 10: The Government Degree Colleges (GDC) in peripheral areas of state have been grappling with shortage of permanent staff. GDC Ramban is a case in point which has only 3 permanent lecturers against 23 sanctioned positions. Reliable sources in Higher Education department informed Early Times that state government had established GDC Ramban in the year 2005 with 23 sanctioned posts of Assistant Professors, one post of Librarian and one of Physical instructor; but due to such shortage of permanent Assistant Professors, every year 20 contractual staffers are being engaged to manage the affairs of college. Criticizing state government, Ashiq Hussain a resident of Ramban said that due to delay in engagement of contractual staff; the studies of various classes suffer. "At one hand all posts of Assistant Professor in Urban colleges have been filled and even some GDCs are overstaffed, on the other, the peripheral colleges are suffering due to shortage of staff and government has failed to rationalize the available man power" he said. "Department of Higher Education had engaged candidates on academic arrangement basis in middle of the academic session and relieved them from the college two months before the end of session and one could Judge how the course of students would be completed", Hussain said, adding that GDC Ramban was not an isolated case but the other colleges located in rural areas were facing shortage of permanent staff. In the tenure of previous government many professors of various streams had been overstaying in urban colleges for years in violation of transfer policy but the state government didn't transfer such professors in rural colleges. At present GDC Ramban has been running Arts and Science streams and the department English, Physics and Economic have only one Assistant Professor in each and though rest of departments have contractual lecturers as their heads. They demanded from Education Minister Naeem Akhtar to fill permanent post of teachers, so that the student did not have to suffer. When contacted, Director Colleges Professor T A Kawoos said that the department had already sent the proposal of more than 1600 posts of Assistant professor to Public Service Commission, once they completed the recruitment process, all permanent posts of colleges would be filled. |
