New administrative units to stay, efforts on to make them functional: Mir | | | Early Times Report
JAMMU, Apr 10: State government has created new administrative units on the recommendations of the Cabinet Sub-committee, which include 46 Sub-Divisions, 135 Tehsils and 301 Niabats across the State, which have been made operational. This information was given by Minister for Revenue, Javaid Mustafa Mir while replying to a question by Sham Lal Bhagat in the Legislative Council here today. Minister said the Government has already crated necessary staff for these units. He added that however, pending regular recruitment of the staff under various categories through the recruiting agencies, the said units have been made operational by way of making internal arrangement and also by utilizing the promotion quota under various categories. Minister also said that these new units have been made functional either in the existing government buildings or in rented buildings, pending creation of the permanent infrastructure. The new additional administrative units including 09 Sub-Divisions, 50 Tehsils and 99 Naibats which have been created on the recommendations of the Expert Committee headed by Financial Commissioner, Industries and Commerce Department, Khurshid Ahmad Ganai, are yet to be made operational as the matter is under examination in consultation with the Finance and Planning & Development Departments, the minister added. Meanwhile, a detailed Project Report (DPR) for upgradation of Hygam-Tarzoo Sopore road including main and allied roads has been recommended to Union Ministry of Road Transport & Highways at an estimated cost of Rs. 18.05 crore for funding under Central Road Fund (CRF) and sanction for the same is awaited. This information was given by Minister for R&B, Syed Mohammad Altaf Bukhari while replying to a question by Mohammad Muzaffar Parray in the Legislative Council here today. Payments in Kargil treasury In Kargil treasury, payments on account of object head contractor/firms have been cleared upto ending December 2014 along with all the treasuries of J&K State. This information was given by the Minister for Finance, Dr. Haseeb Drabu while replying to a question by Haji Anayat Ali in LC here today. Minister informed the House that pending bills on account of object head contractor/firms will be cleared as and when the resource position of the state improves. Dr. Drabu further said liabilities have accumulated on account of non clearance of bills of the preceding years. Supplementaries were also raised by Qaiser Jamsheed Lone and Sajad Ahmed Kichloo. 1679 violators have been challaned during 2013 and 1742 violators have been challanned during 2014, for using cellular phones while driving. This information was given by the Minister for Hajj and Auqaf, Abdul Rehman Veeri on behalf of Chief Minister in reply to a question by Ghulam Nabi Monga in LC here today. Minister further said that at present, the violators are booked under section 184 of the Motor Vehicles Act 1998 which is a Central Act. He said, however, draft Road Transport and Safety Bill, 2014 is under consideration in the Parliament wherein penalties for certain offences covered under schedule-III which also includes the use of cellular phones is proposed to be made more stringent. He said besides special drives are launched at regular intervals to check use of cellular phone while driving. |
