| VC SMVDU violates rules to appoints 'fake degree' holder | | | Avinash Azad

Jammu, April 16: Vice- Chancellor of Shri Mata Vaishno Devi University (SMVDU) Katra has reportedly violated the guidelines to adjust blue-eyed candidate allegedly having a fake law degree in the varsity. The alleged backdoor appointee Rajesh Sharma, SO Legal has been enjoying undue benefits under the patronage of VC, Prof S.K. Jain in violation of all rules, sources told Early Times.
According to the details available with this newspaper Rajesh Kumar, who remained and employee of JK Minerals from December 1996 to Dec 1997 has claimed that he was the student of Jammu University in 1997 and appeared in various examinations. " The papers he appeared for are: 1st Term Paper-I Constitutional Development of India, 3rd Term Paper-I Constitutional Law-1, 3rd Term Paper-II Civil Procedure, 5Th Term paper-III Business Association-I, 5Th Term paper-I Taxation, 5Th Term paper-II Constitution of J&K & its Development and 5Th Term paper-III Administrative Law," reveal the documents in possession of the Early Times.
However, investigations have revealed that no leave was sanctioned in Kumar's favour during the period he claimed to be the JU student. "How could he attend JU's 1997 session exams when he was an employee of JK Minerals and had not even applied for the leave" sources asked.
Earlier, while seeking employment in SMVDU he produced another LLB Degree issued in the year 2000 based on his Registration in at Jammu University in the year 1992. It may be noted here that LLB is three year regular course.
Sources said that the VC was interested in adjusting such a person only that too in "violation of all rules" who claimed to have completed three years degree course in more than seven years rather than another person, Ashok Kumar Yadav who possessed better educational qualification.
"This as seen from the Advertisement No: SMMVDU/A&E/09/699 Dated 11-05-2009 in which Rajesh Kumar also applied but failed to get short listed on account of not having Master's Degree."
Sources said some sincere committee member of Professor Level were replaced in short-listing committee constituted vide SMVDU/Adm/Estt/12/3767-70 Dated 17-01-2012 for the post AR (Legal) that suddenly appeared first time that too with tailored criteria vide SMVDU/Adm/Estt/11/169 Dated 26.04.2011.
"The advertisement was published without specifying any age limit as Rajesh Kumar (DOB 12-04-1970) was more than 41 years on the date of advertisement, exceeding max age limit permissible for direct recruitment i.e. 40 years in Jammu University as well as SKUAST Jammu that too for in-service Government employees."
Sources further said that the case was sent to Governor secretariat for consideration by the Vice-Chancellor, same was rejected by the Governor who is also chancellor of the university following the irregularities. "An inquiry also stands ordered by Governor's Secretariat vide its letter No. GS-12(AR Legal) SMVDU/14 /2310 Dated April 21 2014 against Rajesh Kumar, but Prof. S. K. Jain as well as Ajay Khajuria (appointed in University in Feb 2012 after completion of one year tenure of his re-employment in JK Government in agriculture Department) Registrar overlooked the same while granting him extension on 30/06/2014 for another five years as SO (Legal) and no disciplinary action was initiated against him", they added.
Despite clinching evidence against Rajesh Kumar having fake LLB Degree (provided by JK Minerals Limited under JK RTI Act 2009) lying with Vice-Chancellor, VC has not acted the tainted official but has gone a step ahead by granting extension to him for another five years as SO (Legal) from July 1, 2014 at the cost of Holy University Exchequer of which Vice-Chancellor is supposed to be administrative custodian under University Statutes.
Not only this VC put up an agenda in Executive Council in 2014 with some misconstruing facts and suppressing the others to get approval for the illegal beneficiary, for which only Prof Jain would always remain accountable and responsible. |
