Official apathy keeps Village Haria Chak out from BADP category | | | Early Times Report
Kathua, May 12: In a strange case of slackness on the part of district administration, the village Haria Chak situated just three kilometers from Line of Control (LoC) has been kept out from the list of the villages falls under the Border Area Development Programme as a result the people of the area have been deprived of the development. Ashok Sharma, a social worker hailing from Haria chack said they approached to DDC Kathua office for development work in their village under BAPD scheme but they got surprised to see that their village does not fall under such scheme. He said village Hari chack falls under jurisdiction of LoC and norms prescribed by Home department for the development works but ironically blue eyed persons did not recommend the names of few villages from where they got failure in previous election. Ashok said thediscrimina tion will not tolerated any more and DDC should conduct fair survey and review the actual distance of village from LoC. He alleged district administration to mention the distance 8 km instead of 4 km from LoC to abandon the name of few villages for development work. He threatened to hold protest demonstration if proper survey is not conducted by administration. The Government of India launched a programme in 1986-87 for balanced development for border areas of states bordering Pakistan including under Art. 275 (i) constitution of India. In this regard, State Government has to provide fund for land acquisition and construction of departmental buildings etc. It also reads that construction of Rural roads in the border areas are also funded by state government Programme, people hailing from villages Haria Chack, chaneyer and other border villages situated 3 Km from LoC approached to SDM and District Administration Kathua for the construction of road connectivity in the village but found that their villages are not enlisted under such category even villages fall in requisite norms for up gradation under BAPD. When approached to DDC Kathua, Shahid Iqbal, he said administration never adopts discriminatory attitude. He said if the village falls in BADP category, administration would soon start development works after discuss with concerned authority and funded by state government. DDC also ensured to find out reason in delay in black topping of roads of Haria Chack, and other village in past. |
