AFSPA revoked in Tripura, Will it be J&K's turn now ?

Jammu,May 30 :If Armed Forces (special powers) Act has been revoked in Tripura,where it was enforced in 1997,will it be withdrawn in Jammu and Kashmir where it has been in force since 1990 ?This question has assumed new dimensions for the PDP leadership which has been in favour of withdrawal of the AFSPA. In fact the PDP leadership,like that of the National Conference which headed a coalition Government for six years between 2008 and 2014,has been in favour of partial or gradual withdrawal of the AFSPA.If the PDP demands withdrawal of the AFSPA it is doing so because it had promised people to secure revocation of the AFSPA. If the National Conference leaders,when they were in power,had been securing gradual withdrawal of the AFSPA it had pledged to people to do so.
The Tripura government has revoked the Armed Forces (Special Powers) Act (AFSPA) as insurgency is on the wane in the State. Chief Minister Manik Sarkar announced the decision after a meeting with his Council of Ministers the other day.
The repeal of the Act, which has been in force in the State since February 1997, came less than a month after the election to the Tripura Tribal Areas Autonomous District Council. The CPI(M)-led Left Front won the election, though it lost a nine per cent vote share to a tribal party.
Tribal parties such as the Indigenous Nationalist Party of Tripura and the Indigenous Peoples Front of Tripura had been demanding the withdrawal of the Act, saying it was aimed at suppressing the State's 33 per cent tribal population.
The Chief Minister disclosed that the Left front government had earlier tried to repeal the AFSPA, but did not get the consent of the security establishment. "The situation has changed to a great extent now," Mr. Sarkar said.
Experts say that the situation in Tripura has been quite different from the one in Jammu and Kashmir.In case of Jammu and Kashmir Pakistan and its agencies have been plying a vital role in raising the level of violence in the sensitive border st ate.
In Tripura the Baptist Church has not been just the ideological mentor of the National Liberation Front Tripura( NLFT); it also hs been found supplying to the NLFT arms and ammunition for the soldiers of the holy crusade. Never mind that the holy war involves killing infants and torching the huts of 'heathen Hindoos'. The NLFT has been doing this to bring to the infidels the peace and love of Christ.Hence the violence in Tripura was meant tocarry out genocide of Hindus so that the state had a majority of people who believed iand were followers of Christ.
In the state of Jammu and Kashmir Pakistan sponsored insurgency was launched simply for the purpose of securing incorporation of Kashmir with Pakistan.Hence militants indulged in all forms of extortion and killing of Hindus,muslims,Sikhs,Shias.And these militants had been imparted ar ms training in camps in Pakistan and occupied Kashmir.Between 1988 nd 1996 foreign mercenaries had outnumbered the local militants and all categories of militants received arms,ammunition nd sophisticated weapons from Pakistani agencies,including the Army and the ISI.
Has the situation in Jammu and Kashmir improved to the extent that the AFSPA can be revoked ? This is the question that has brought the state Government in confrontation with the Government of India and the top Army brass.The Government of India and the Army authorities do not favour revocation of the AFSPA because the situation continued to be unstable with militants trying to infiltrate into the state from across Pakistan.
The Army authorities believe that more than 300 and 400 militants are active in Jammu and Kashmir and they may resurface once the AFSPA was withdrawn.
Tripura Chief Minister had tried to get the AFSPA revoked six months ago but the security agencies had opposed it. This means that the Chief Minister had to seek consent from the security agencies before he announced revoion of the Act. Similarly Chief Minister,Mufti Mohd.Sayeed has to act on the advice of the security agencies,especially the Army authorities while securing withdrawal of the AFSPA.And the Army authorities are still opposed to the revocation of the Act and the recent incidents of violence,including armed attack on cell phone operators in Sopore,exchange of fire between militants and the Army on the LOC and number of encounters between the militants and the security forces have strengthened the stand taken by the Army against lifting of the AFSPA.(EOM)
