Despite change of guard, influential engineers call shots | Several officers on deputation reluctant to join parent department | | Asif Iqbal Naik Early Times Report JAMMU, May 30: Political connection/ handsome considerations influence transfers, postings and deputations in Mechanical Engineering wing of Public Works (R&B) Department. Despite the change of guard in the state the blue eyed officers continue to enjoy plum posting in the department and are reluctant to return from the deputation even after spending 10 or more years at posting of his/her own choice. As per the details available with "Early Times", there are more than 1050 Mechanical Engineers working under the administrative control of R&B Department. These Mechanical Engineers are working at different position like JE, AE, AEE, Ex. Engineers, SE and Chief Engineer in the department. Out of these 1050 Mechanical Engineers, more than 50% of them are on deputation to other departments like PHE, I&FC, UEED, PDC (Power Development Corporation), SKIMS, SHTO (State Health Transport Org), Municipality, Tourism etc. While as other Mechanical Engineers have been posted to different offices/departments which are directly under the control of R&B department itself. These departments are MED, SPD, etc. The departments Like PHE I&FC, SHTO, Tourism, UEED, SPD are known to be sensitive and price postings. Mechanical Engineers usually leave no stone unturned and use every effort/influence to get deputed to these departments. Initially Mechanical engineers are deputed to these departments for 2 to 3 years. But after the completion of their stay/turns they prefer to remain on deputation in these departments against handsome considerations and with active political connections. At the entrant level of JE (Mechanical) or AE (Mechanical) into the government services through SSRB and PSC respectively, these mechanical engineers are supposed to join in R&B Department (Mechanical wing) where from some of them are deputed to other department on deputation for further duties. However the seniority and lien of these mechanical Engineers are maintained by R&B department. These Mechanical Engineers are further promoted to next post by the R&B Department and not the departments they were deputed to on deputation. In this regard all the wrong doings by the previous Government in Public works (R&B) Department (Mechanical engineering wing) is being carried further by the present dispensation. In absence of concrete transfer/ deputation policy, the seeds of corruption in R&B Department (Mechanical Engineering wing) are growing stronger with every passing day. Non-implementation of deputation period of 2 to 3 years has opened the doors for kith and kin of influential people to adjust on the places of their choices and also encourages the corruption in the department. In one of the latest order issued by the Public works (R&B) department vide No: 121 PW(R&B) of 2015, dated: 21-05-2015, Naresh Kumar Khajuria, Executive Engineer Mechanical, who was under transfer to LAWDA was retained at his previous posting in PHE, I&FC for the unknown reasons. The said officer was on deputation in PHE, I&FC department since long. Such examples were also earlier set by the previous R&B Minister Abdul Majid Wani and the then Commissioner secretary Tanveer Jahan. In one of such transfer & posting order of Mechanical Executive Engineers issued vide No: 315-PW(R&B) of 2013, dated: 12-09-2013, Farooq Ahmad Untoo, figuring at S.No; 22 and Imtiyaz Ahmad Kirmani figuring at S.No: 23, who were working at price postings on deputation at PHE, Rural Mechanical Division Srinagar and PHE, Ground Water Division Srinagar respectively in the department of PHE, I&FC, were called back and posted in UEED and SKIMS respectively. Both the departments are under the direct control of R&B Department for postings. But due to political interference and against the handsome consideration they were allowed to work at their previous places in PHE, I&FC and at present they are still working at the same place I.e. price posting on deputation. Both of these Mechanical Engineers are on deputation in PHE, I&FC department since last more than 10 years at a stretch at different position including as AEE (Mechanical). After promoting to the post of Execative Engineer Mechanical, they were again deputed to PHE, I&FC department. Transfer orders of AEE (Mechanical) and JE(Mechanical) issued in the month of March-2014 were also not fully implemented as AEE (Mechanical) and JE (Mechanical) who were transferred to PHE, I&FC have joined their place of postings, while as those who were called back from PHE, I&FC remained continue at their posts with the support of their political masters., thus doubling the number in the very said department. In another brazen violation of rules and regulation, Zeenat Rehman Draboo who was deputed to Tourism as JE (Mechanical) in the year 2011 was promoted to AE (Mechanical) in the year 2014 and was again sent to Tourism on deputation as AE (Mechanical) vide order No: 41-PW (R&B) of 2014, dated: 30-01-2014. Similarly Manzoor Ahmad Qurashi and Krishan Jee Peer who were deputed to SHTO Srinagar and Government Engineering College Jammu respectively as JEs (Mechanical) were promoted to AEs (Mechanical) in the year 2013 were again deputed to same departments as AE (Mechanical) vide order No: 481-PW (R&B) of 2014, dated: 31-12-2013 against the violation of all norms and rules of deputation. The present AEE (Mechanical) Maqbool Ahmad Dar of SHTO Srinagar had also worked as AE (Mechanical) in the same department prior to his promotion and is now on deputation to SHTO Srinagar for 6 years at a stretch. In another such violations of deputation rules R.N. Koul and Sushma Koul who had worked in SPD at a stretch for more than 8 years as JEs (Mechanical) were again deputed to same department SPD as AEs (Mechanical) after their promotion vide order No: 36-PW(R&B) of 2014, dated: 22-01-2014. Raja Yousuf Ali Khan (Executive Engineer MID Anantnag), Ab. Rashid Hajam (Executive Engineer PHE, Mechanical Division Srinagar), Javid Ahmad Khan (Execative Engineer MID Shadipora-under suspension at present), M.Y. Andrabi (AEE, PHE, M&P Division Srinagar), Tasaduq Ahmad Dar (AEE, Ground Water Division, Srinagr), Manzoor Ahmad Dar (AEE, Ground Water Division, Srinagr), Sheikh Naseer Ahmad (AEE, MID Baramulla), Ali Mohammad Akhoon, (AEE, PHE Mechanical rural), Jasbir Singh (AEE Mechanical, PHE, I&FC), Karamjeet Singh (AEE, PHE Mechanical, Srinagar), Ajaz Ahmad Khan (AEE, PHE Mechanical Division South), Munir Ahmad (AEE,PHE Mechanical Division South) are some prominent and influential mechanical engineers who had served PHE, I&FC department for more than 10 years at a stretch on deputation and were never called back to Public Works (R&B) Department nor repartitioned back to parent department. However they managed themselves to get transfers within PHE I & FC without informing to their parent department of Public Works(R&B) department. Same is the case with JEs (Mechanical) who have completed more than 10 years in PHE I&FC and other departments on deputation are not been called back to R&B department neither they have been replaced by another JEs (Mechanical) posted in various departments under the control of R&B itself. While talking with the Early Times some of the Mechanical engineers said that there is immediate need for overhaul in mechanical Wing of Public works (R&B) department and all the Mechanical Engineers should be posted and deputed on rotational basis and a maximum deputation should be 2 to 3 years as per rules in vogue. They said that there should be no pick and choose method for price postings of PHE, I&FC, tourism, SHTO, UEED SPD etc.They said that with the change of whole team in Public Works(R&B) department consisting of Additional Secretary, Special Secretary, Commissioner/Secretary along with Minister and MOS R&B Department, they hope that things would be better in future. "There should be total over hall and required major reshuffle in the engineering posting and departments of every Mechanical engineers need to be exchanged so that corruption-free work culture will be established at every corner of the department "they maintained. |
