People seek compensation, forbid to re-establish range in crowded area | 24 villages victimized in artillery firing range | | Arun Trisal Early Times Report
Hiranagar, May 30:- Residents of 24 villages falling under Chhatra Artillery firing range today held a protest rally that commenced from Hiranagar sports stadium and culminated at SDM Hiranagar office after submission of memorandum wherein protesters sought compensation for their losses during firing practices by Indian Army in the firing range and forbade not to reestablish range as 24 villages were badly victimized in previous tenure. The protest was led by ID Khajuria and BL Kandley under the banner of Firing Range Andholan Committee FRAC. In the rally it was unanimously resolved to submit a reminder to the district administration through proper channel wherein FRAC tried to recall the promises made by the district commissioners of both Samba & Kathua on July 9, 2014 at Ghagwal. It was proposed that the firing range would be shifted to another place as already administrative orders have been issued for not permitting firing range due to security purposes of villagers. By over head firing and during firing practice the educational institutions, Primary Health Centres were affected badly in previous tenure. 135 died, unlimited live stocks were killed down, damaged to crops and numerous houses triggered rage among people who are not ready to reestablish Artillery Firing range again in the area. The bangs of guns disturbed 24 hours, no study, no health attendance even delivery cases suffered with life of new born and abortions were main routine during tenure. While interacting to media, I D Khajuria said a memorandum has been submitted to the SDM wherein people appealed the government to intervene in the matter and not allow the army to restart firing practices in such area. He said army used such land till 2008 without the concurrence of locals but when issue was raised at high level, army got permission till 2014 that has been expired, several died during the tenure land leased has been expired on June 2014. He added that people did not want to continue with the suffering any more so administration should not allow army to use the land for firing practices in future. The rally was also addressed by B L Kandley, local leader. He said the irony is that no-payment or compensation is given to anybody for any damage during period of these years though the army had made long promises of compensation. He said people raised issue to DDC Kathua in previous month who conducted a meeting with army officers but no solution has been drawn out till day. The protesters hoping justice said the authorities would not test their tolerance power. They hoped justice and requested to consider the issue and shift the firing range from 24 affected villages. Karam Chand, Krishan Nand, Krishan Dutt, Ram Dass, Anant Ram and many other spoke on the occasion. When contacted to SDM Hiranagar Sohan Lal, he said he agreed with their genuine demand which will be soon preceded to concerned authority for consideration. He said their demand will be discussed in meeting with army officers. SDM accepted that army again tried to establish the area for Artillery Firing practices. |
