Dear editor, | | | What makes the pell-mell in the school education depart ment on the administrative front is due to the lack of administrative skill of a category of some officers in the school education department. Its root cause is the lack of knowhow pertaining of service conduct and other rules, which one must have in mind for appropriate disposal of various natured cases. As a sequence the disposal of cases at various levels remain unattended having different magnitude and scale. The education sector is considered to be backbone among all sectors, and it has to given top priority in imparting trainings to some categories of officers, particularly at the directorate level, where you have hard and tangible cases where need to know the has become imperative to make decision of any particular case which needs knowhow of knowledge about making disposal of any case on its merits in accordance with the prescribed rule. But this is only possible when such officers or employees are conversant with the relevant rules, that can pave way for a speedy and on time disposal of any sort of cases those have been seen gathering dust in most of the offices due to the same reason. Unless the person in convinced himself or acquainted with the parameters of rules, disposal of cases in term of rules looks hard to expect. School education department is too big to handle where the roll of students has touched around 13 lac, so public involvement or association with it directly or indirectly cannot be ruled out, so it needs attention of the think tanks, at levels on both academic and administrative side as well. This will prompt the employees or the officers to remain acquainted with the assigned work, but not merely to the extent superficial disposal. When you decide any case, but before deciding it has to be made sure that the cases are well treated under relevant rules. This will surely give the desired results by making disposal without consuming too much time, that some times aggravates the people and the teachers community in particular. The people in general have lots of expectations from the current education minister, who basically happen to be a beaucrat, besides well conversant with the official business and rules, and people keenly watching and expecting that the ministers interest in uplifting the derailed education standards and administrative reforms in the department touches the desired goals. Mere three IAS/ KAS officers currently available with the school education department is although a welcome step, but not before the ministers makes avenues to post some more such officers at the directorate level and even at district levels, with a view to obtain the desired results for which a common man has been looking from the past many years, he being deprived of the justice or for that matter the disposal of any chronic case which remains undecided for a long time mostly due to lac of rules . Once trained and qualified KAS officers are placed at the disposal of the department, the academic side will receive due and proper attention that will make our board results much better than the present. We have qualified and meritorious staff in government schools, who can be beneficial in uplifting the academic side, but it is possible only, when they are encouraged and their cases pending in the offices if any, promotion and other issues are settled without prompting him/ her to make rounds of the offices to persuade his/ her case and students are made to become the victims. The officers at the district and directorate levels are all highly qualified, but what needs to be done is that the government must relieve them of the additional burden of the administrative nature work. Such officers being well conversant with the academic- side can beyond doubt prove beneficial for the general public and can be fruitful for the students in the government school, who have the potential to compete with any prestigious private institute, in the board results. The much needed at the divisional levels are some more KAS officers in order to streamline the administrative work in all the offices rather than the exiting Joint directors at the divisional level, who with good academic background fully devote for the academic performance in the schools with their frequent inspections to check the academic side in the schools rather than file work. If the minister is sincere enough to set right the education system, then academicians of the department should be confined to academics only and the trained KAS officers at all levels for the administrative work for its speedy disposal under rules ,which is currently missing in the department at many levels. The situation has created a pell-mell in the department, and if it is not given due thought immediately, it may create more hurdles in its functioning, and the improvement in the board results as is evident with zero % results in 17 government schools may further worsen the situation. Pertinent to mention here that the promotion to the level of Joint directors in the directorate or at other levels , It has become inevitable for the government to setup refresher training course not less than 6 months, that need to be made mandatory before promotion or regularisations of their promotions with the intention that such officers perform well with his/ her assignment. When you don't know the alphabet of the rules, it will not be judicious to occupy the chair without knowing even fundamental of the service conduct rules. Let academician be a good academician to boost the academic side of the department and administrator as an honest administrator to make disposal of the cases in accordance with the relevant rules prescribed as such.
