Fix pupil-teacher ratio in coaching centres across J&K: DB to Govt | | | Early Times Report
Srinagar, June 11: A Division Bench of J&K High Court comprising Justice Muzaffar Hussain Attar and Justice B S Walia directed government to fix pupil-teacher in coaching centres across Jammu and Kashmir. Hearing a Public Interest Litigation, a Division Bench also directed divisional commissioner Jammu to ensure that court orders are implemented throughout length and breadth of the Jammu Division. "The state government with the assistance of the experts shall form norms for fixing pupil-teacher ratio and issue appropriate government order for its implementation," the Division Bench said and directed Commissioner Secretary Education Department and Divisional Commissioner Jammu and Kashmir as well to file compliance report before the next date of hearing in the PIL on July 16. The court also directed the Divisional Commissioner Kashmir to ensure that none of the unregistered tuition or coaching Centres is functioning in the Kashmir Division. The court also directed Divisional Commissioner, Kashmir to furnish list of registered Coaching Centres to the bank authorities so as to enable these Centres to operate their bank accounts. Earlier, Divisional Commissioner Jammu filed compliance report in pursuance of Court's order on May 13. He stated that the orders of the Court are being implemented by the Committee headed by him and also submitted that in order to implement court orders and give effect to Jammu and Kashmir Regulation of Private Tution Centres Rules, 2010, a meeting was held on May 28 wherein ten files were received from Deputy Commissioner, Rajouri and two from Deputy Commissioner, Jammu for considering registration requirements. He stated that in the meeting ten Tution/Coaching Centres were approved for registration and in sequel thereto the Director School Education, Jammu was requested to register the Centres provisionally for one year in consonance with Jammu and Kashmir Regulation of Private Tuition Centres Rules, 2010. It is further stated that all the Deputy Commissioners have been directed to inspect Tuition/Coaching Centres alongwith Chief Education Officers and submit the inspection report, so that appropriate recommendations are made for their registration to the Director School Education, Jammu. |
