Without consulting workers, Centre hands over ESI to State Govt

Jammu, June 11: Notwithstanding the fact that State Government has already miserably failed in improving its deteriorated health sector, a strong blow has been dealt to the employees working in private sector across the State as Central government handed over the Employees State Insurance Corporation (ESIC) Health Care to the State Government. Sources told Early Times that the BJP government in centre, without taking the workers in private sector on board, handed over ESI Health Care to state government on just recommendation of a Sub-Committee. Moreover the many vital changes were made by the government the health care benefits to employees.
"How the State government, which has already failed in giving better health facilities to its citizens, will provide health care to the private sector employees," they said adding that the entire medical reimbursement claims and health services benefits and administration etc, has been given to State Government merely on the report of Sub-Committee without bringing this matter in public domain.
They further informed that State lacks infrastructure and as such cannot provide the facilities to workers. "The ESI Health Care scheme should not be given in the hands of State as ESI health care scheme is a contributory scheme funded by the employers and employees and government is not contributing any single penny and it needs professional administration with accountability whereas state government has not enough manpower, professional approach nor expertise nor separate online bank account," they said.
It is very tragic that the government employees hardly contributes less than 0.5% of their salary in health scheme and main contributor is Government and it has the discretion to decide the quantum of reimbursement and on the other hand Insured Person and employers contributes about 6.5% of the salary and 100% scheme is financed by the employees and employers and most important is this that ESI Scheme is not running on losses whereas it has huge surplus funds in its kitty and principally reimbursement of health care expenses cannot be restricted to CGHS rates and actual expenses be given to the Insured Person, sources claimed.
Astonishingly, Sub-Committee changed rules regarding congenital diseases of Insured Person's child which is sheer unjust with workers' class. "This change is against the ESI Act /Regulations and as per the present ESI Act it is not permissible and what is the fault of the Worker who got employment in the unit covered under ESI after serving 5 or 10 years of service in non covered area or where ESI was not applicable this is a social security scheme funded by the employees and employers. It will also create problems for the workers as the employers will also insist the workers to give declaration or medical examination before joining the service which is otherwise at present have not too much security of employment.
Moreover, the employees have been betrayed on ceiling on the cost of artificial limbs. "This is itself contradictory as one hand ESI pays pension to a permanent disability and numbers of other assistances given but why ceiling on the cost of artificial limbs ESI otherwise covers hardily those who are getting little more than Minimum wages and from where poor Insured Person will manages so existing system should remain continue and it should be left on the appropriate medical boards."
