Complaints before SKUAST DVO go unattended | ** SIC directive to reveal information under RTI ** | | Early Times Report
Jammu, July 2: As the post of Departmental Vigilance Officer (DVO) at Sher-e-Kashmir University of Agricultural Sciences (SKUAST) Jammu has remained vacant for almost six months, the complaints filed against some university officials him have remained unattended. One such complainant was forced to file an RTI to know the status of her case. The information was not provided which forced her to knock at the doors of State Information Commission (SIC) which has now directed the SKUAST to give all the information to the RTI applicant. Details available with Early Times reveal that Anita Devi, wife of Vijay Kumar of Nanak Nagar, Jammu, moved an application on 19.01.2015 before the Public Information Officer, SKAUST, Jammu, under Jammu & Kashmir Right to Information Act, 2009, wherein she sought information about the action taken on her complaints filed before Vigilance Officer SKUAST (J) on 13.10.2014. She also sought copy of the action taken report if some action has been taken viz-a-viz her complaint. Having received no response from the PIO, the applicant filed first appeal on 07/03/2015 before the First Appellate Authority (FAA), ie Registrar, SKUAST (J). The FAA vide office No AUJ/Adm/15-16/F130/ 27 dated 09.04.2015 disposed of the appeal, with the observations that the information could not be provided due to non-availability of DVO since Dr S K Gupta had already tendered his resignation from the said assignment. The FAA informed the information seeker that Dr Dileep Kachroo has been nominated as new DVO for SKUAST-J, "but no formal order has been received in this regard and as such, the requisite information will be provided as soon as the new incumbent joins and takes over the assignment of DVO". The appellant feeling aggrieved of the aforesaid order filed 2nd appeal on 28.05.2015 before SIC, Jammu. The Commission after receiving the 2nd appeal listed the matter for hearing on 23.06.2015. The PIO/Assistant Registrar, SKUAST (J), and FAA/Registrar, SKUAST (J), apprised the Commission during case hearing that the new incumbent has taken over the assignment of DVO recently and that information sought by her would be furnished within one week. "In view of the submissions made by the PIO and the First Appellate Authority, it is hereby ordered that the requisite information as sought by the information seeker be provided to her free of cost and as per the office record, within one week from the date of receipt of this order, under an intimation to the Commission" reads the SIC order of 23.6.2015. |
